Provides that a voter may cast a "none of the above" vote for the offices of Governor and Lieutenant Governor, Attorney General, Secretary of State, Treasurer, Comptroller, State Senator, and State Representative. Provides that regardless of the number of "none of the above" votes cast, the candidate receiving the most votes shall be declared the winner. Effective immediately.
