Provides that in situations where a consent or surrender is required before an adoption takes place, the father's consent or surrender is required if the father has timely registered with the Putative Father Registry and has commenced paternity proceedings within 30 days after the birth of the child, rather than within 30 days after registering with the Registry. Effective immediately.
