 1        AN ACT concerning legislative campaigns.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  10.   The  Election  Code  is  amended by adding
 5    Section 9-5.5 as follows:

 6        (10 ILCS 5/9-5.5 new)
 7        Sec. 9-5.5.  Expenditure limits.
 8        (a)  A political  committee  of  a  candidate  for  State
 9    Senator shall not make expenditures in excess of an aggregate
10    amount  of  $250,000  for  seeking  nomination  of his or her
11    political party to that office.  A political committee  of  a
12    candidate   for   State   Representative   shall   not   make
13    expenditures in excess of an aggregate amount of $125,000 for
14    seeking  nomination  of  his  or  her political party to that
15    office.
16        (b)  A political committee of a nominee  of  a  political
17    party  for  the  office  of  State  Senator  shall  not  make
18    expenditures in excess of an aggregate amount of $250,000 for
19    seeking  election to that office.  A political committee of a
20    nominee  of  a  political  party  for  the  office  of  State
21    Representative shall not make expenditures in  excess  of  an
22    aggregate  amount  of  $125,000  for seeking election to that
23    office.
24        (c)  The limitations of expenditures under subsection (a)
25    apply for the period beginning with the  circulation  of  the
26    candidate's  nominating petitions and ending with the date of
27    the general primary election at  which  the  candidate  seeks
28    nomination for election to office.
29        The  limitations  of  expenditures  under  subsection (b)
30    apply for the period  beginning  after  the  general  primary
31    election and ending with the date of the general election.
