 1                    AMENDMENT TO HOUSE BILL 1466

 2        AMENDMENT NO.     .  Amend House Bill 1466 as follows:

 3    by replacing the title with the following:
 4        "AN  ACT  in  relation  to  the  Illinois  Africa   Trade
 5    Project."; and

 6    by  replacing  everything  after the enacting clause with the
 7    following:

 8        "Section 5.  The Civil Administrative Code of Illinois is
 9    amended by adding Section 46.70 as follows:

10        (20 ILCS 605/46.70 new)
11        Sec. 46.70.  Illinois Africa Trade Project.
12        (a)  Using  funds  appropriated  for  the  purpose,   the
13    Department shall establish the Illinois Africa Trade Project,
14    a  program  to  increase  2-way trading opportunities between
15    Illinois small businesses and the nations of Africa.
16        (b) The Department shall work with  private  associations
17    and  the  small  business  programs  at Illinois colleges and
18    universities to create a  comprehensive  program  to  educate
19    Illinois  businesses on the opportunities for increased 2-way
20    trade between Illinois and Africa.
21        (c)  The participants shall establish the "African  Trade

 1    Pavilion",  to  help  facilitate trade and investment between
 2    the continent of Africa and Illinois small businesses.
 3        (d)   The  project's   activities   shall   include   the
 4    following:
 5             (1)  Advise  Illinois  companies  regarding possible
 6        market entry strategies for export of their products  and
 7        services to the African markets.
 8             (2)  Provide  information on opportunities in Africa
 9        to  Illinois  companies  and  introduction   of   African
10        investment partners to Illinois opportunities.
11             (3)  Provide  current  and  timely information about
12        Illinois to individuals, businesses, and  governments  in
13        Africa.
14             (4)  Assist in the identification and development of
15        Illinois products having the best potential for export to
16        Africa.
17             (5)  Assist   in   identifying  qualified  potential
18        agents and distributors in Africa for Illinois  companies
19        and their products.
20             (6)  Assist   in   identifying  qualified  potential
21        strategic  alliance  partners  in  Africa  for   Illinois
22        companies.
23             (7)  Assist  in  identifying  potential  feasibility
24        studies in Africa for Illinois companies to bid on.
25             (8)  Assist  in  identifying  potential  procurement
26        opportunities  by  government organizations in Africa for
27        Illinois companies to bid on.
28             (9)  Develop,  identify,  and  disseminate  business
29        opportunities and sales leads for Illinois companies.
30             (10)  Assist Illinois companies in  identifying  and
31        participating in major trade shows and events in the U.S.
32        and Africa to promote Illinois products and services.
33             (11)  Assist  in  coordinating  trade and investment
34        missions to Africa.  Missions  would  include  government

 1        officials,   local   economic  developers,  and  Illinois
 2        companies.
 3             (12)  Assist in identifying  and  recruiting  buying
 4        and investment missions to Illinois from Africa.
 5             (13)  Develop   incentive   programs   to  encourage
 6        African governments to locate trade or commercial offices
 7        in Illinois.
 8        (e)  The Department shall adopt rules  to  implement  and
 9    administer this Section.

10        Section  99.  Effective  date. This Act takes effect upon
11    becoming law.".
