 1                    AMENDMENT TO HOUSE BILL 2181

 2        AMENDMENT NO.     .  Amend House Bill 2181  by  replacing
 3    the title with the following:
 4        "AN  ACT  to amend the Illinois Public Aid Code by adding
 5    Section 9A-11.3."; and

 6    by replacing everything after the enacting  clause  with  the
 7    following:

 8        "Section  5.   The Illinois Public Aid Code is amended by
 9    adding Section 9A-11.3 as follows:

10        (305 ILCS 5/9A-11.3 new)
11        Sec. 9A-11.3.  First Year at Home Demonstration  Program.
12    Beginning  October  1, 1999, the Department of Human Services
13    shall, subject to a specific appropriation for this  purpose,
14    operate  a  First  Year  at  Home Demonstration Program.  The
15    Program shall provide funding for one  parent  of  a  newborn
16    infant  to  stay  at  home  to  care for the child during the
17    child's first year rather than place the child in out-of-home
18    care.  For a period beginning 6 weeks after the  birth  of  a
19    child  and  up  to the child's first birthday, the Department
20    shall pay monthly to an eligible family an  amount  equal  to
21    90%  of  the  licensed day care home provider rate, minus any

 1    required  co-payment,  not  to  exceed  10%  less  than   the
 2    Temporary   Assistance   for   Needy  Families  monthly  cash
 3    assistance payment level for a family of  the  same  size  in
 4    that family's county of residence.
 5        To  be  eligible  for  the First year at Home Program the
 6    family must be otherwise income eligible for subsidized child
 7    care provided by the Department and must not be  a  recipient
 8    of  cash  assistance under the Temporary Assistance for Needy
 9    Families program.  The  stay  at  home  parent  must  provide
10    documentation  of  work  participation  for  6  out of the 15
11    months prior to the birth of the child.
12        To the extent feasible,  the  Department  shall  issue  a
13    utilization  report  which  shall include, but not be limited
14    to, data on the  number  of  families  participating  in  the
15    program, the income of families participating when they apply
16    for  the  program,  the size of families participating in the
17    program, the number of parents in the household,  the  county
18    of  residence  of  families participating in the Program, and
19    the effect of the Program on availability of infant day care.
20    The Department shall issue an interim report to  the  General
21    Assembly by December 31, 2000 and a final report by April 30,
22    2003.   This  Demonstration Program shall end on December 31,
23    2002.".
