1 AN ACT to amend the Toll Highway Act by changing Section
2 3.1.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Toll Highway Act is amended by changing
6 Section 3.1 as follows:
7 (605 ILCS 10/3.1) (from Ch. 121, par. 100-3.1)
8 Sec. 3.1. There is created an advisory committee
9 composed of 7 members of the House of Representatives
10 appointed by the Speaker thereof, 7 members of the Senate
11 appointed by the President, and 15 members appointed by the
12 Governor. It is the intention of this Section that the
13 Governor's appointments shall be made with due consideration
14 to the location of proposed toll highway routes so that
15 maximum geographic and local government representation from
16 the areas served by said toll highway routes may be
17 accomplished insofar as practicable. The members shall be
18 appointed during the month of June and shall serve from the
19 first day in July in odd-numbered years for a two-year period
20 and until their successors are appointed and qualified,
21 except that General Assembly members shall serve such term or
22 until termination of their legislative service, whichever
23 first occurs. Appointments shall be in writing and filed with
24 the Secretary of State as a public record. Vacancies shall be
25 filled in the same manner as original appointments. The
26 committee shall choose from among its members a chairman and
27 secretary. It may meet on call of the chairman or any 6
28 members. The members shall receive no compensation but shall
29 be reimbursed for expenses necessarily incurred in the
30 performance of their duties.
31 The committee shall meet with the Illinois State Toll

1 Highway Authority and shall advise it on all matters relating
2 to policy and the administration of the toll highway system.
