 6        To the President of the Senate and  the  Speaker  of  the
 7    House of Representatives:
 8        We,  the  conference  committee appointed to consider the
 9    differences  between  the  houses  in   relation   to   House
10    Amendments  No. 1, 2 and 3 to Senate Bill 0618, recommend the
11    following:

12        1.  that the Senate non-concur with House Amendments  No.
13    1, 2 and 3; and,

14        2.   that  the  title  of  the  bill be replaced with the
15    following:

16        "AN ACT making appropriations."; and

17        3.   that  Senate  Bill  618  be  amended   by   deleting
18    everything  after  the  enacting clause and inserting in lieu
19    thereof the following:

20        "Section  1.  "AN  ACT   regarding   appropriations   and
21    reappropriations," Public Act 91-8, approved June 2, 1999, is
22    amended  by  changing  Sections  230  and 270 of Article 1 as
23    follows:

24        (P.A. 91-8, Art. 1, Sec. 230)
25        Sec. 230.  The sum of $100,000, or so much thereof as may
26    be necessary, is appropriated from  the  Fund  for  Illinois'
27    Future  to  the  Department of Commerce and Community Affairs
28    Board of Higher Education for a grant to  Dupage  County  the

 1    Victoria  Foundation  for  Career  Connector Program start up
 2    costs.

 3        (P.A. 91-8, Art. 1, Sec. 270)
 4        Sec. 270.  The sum of $1,000,000, or so much  thereof  as
 5    may be necessary, is appropriated from the Fund for Illinois'
 6    Future to the Board of Higher Education for a grant to DePaul
 7    University  for  technology  scholarships  and  the High Tech
 8    Workforce  Crisis  Program  High-Tech  work   force   program
 9    scholarships for Information Technology workers.

10        Section   2.   "AN   ACT   regarding  appropriations  and
11    reappropriations," Public Act 91-8, approved June 2, 1999, is
12    amended by changing Section 25 of Article 8 as follows:

13        (P.A. 91-8, Art. 8, Sec. 25)
14        Sec. 25.  The sum of $90,000, or so much thereof  as  may
15    be  necessary,  is  appropriated  from the Fund for Illinois'
16    Future to Northern Illinois University for  a  grant  to  the
17    Division   of  Public  Administration  to  provide  technical
18    assistance to units of local government  for  hiring  interns
19    through the Masters in Public Administration Program.

20        Section   3.   "AN   ACT   regarding  appropriations  and
21    reappropriations," Public Act 91-8, approved June 2, 1999, is
22    amended by repealing Sections 205, 360 and 795  and  changing
23    Section 215 of Article 14 as follows:

25        Sec. 215.  The sum of $176,500, or so much thereof as may
26    be  necessary,  is  appropriated  from the Fund for Illinois'
27    Future to the Illinois State Board of Education for  a  grant
28    to  the  Coalition  for United Community Action Dunbar Career
29    Academy for the Apprenticeship Preparedness Training  Program
30    at Dunbar Career Academy.

 1        Section   4.   "AN   ACT   regarding  appropriations  and

18    Act 90-0585, is reappropriated from the General Revenue  Fund
19    to  the  Department of Commerce and Community Affairs for the
20    purpose of a grant to the City  of  Chicago  Mount  Greenwood
21    Chamber  of  Commerce  for  a  median  landscaping planter on
22    Halsted Avenue between 103rd Street and 107th Street.

24        Sec. 132.  The sum of $100,000, or so much thereof as may
25    be necessary and  as  remains  unexpended  at  the  close  of
26    business  on  June  30,  1999, from appropriations heretofore
27    made for such purpose in Article 74, Section  178  of  Public
28    Act  90-0585, is reappropriated from the General Revenue Fund
29    to the Department of Commerce and Community Affairs  for  the
30    purpose  of  a grant to the Champaign County Fair Association
31    for new grandstands  improvements  at  the  Champaign  County

 2        Sec. 148.  The sum of $100,000, or so much thereof as may

 6    Act 90-0585, as amended, is reappropriated from  the  General

16    purpose of purchasing equipment infrastructure improvements.

18        Sec. 179.  The amount of $100,000, or so much thereof  as
19    may be necessary, is appropriated from the Fund for Illinois'
20    Future  to  the  Department of Commerce and Community Affairs
21    for a grant to Rialto Theater for all costs  associated  with
22    general repairs and maintenance asbestos abatement.

24        Sec.  181.  The amount of $100,000, or so much thereof as
25    may  be  necessary,  is   appropriated   from   the   Capital

27    Affairs for a grant to Will/Grundy County Medical Clinic  for
28    the purpose of costs to renovate relocate facility.

30        Sec.  192.  The  amount of $50,000, or so much thereof as
31    may be necessary, is appropriated from the Fund for Illinois'

 2    for  a  one-time  grant  to  the  Church of the Good Shepherd
 3    Community Services Organization.

 6    may   be   necessary,   is   appropriated  from  the  Capital
 7    Development Fund to the Department of Commerce and  Community

 9    of all costs to upgrade the city pool, and renovate the Civic
10    Center.

12        Sec. 206.  The amount of $15,000, or so much  thereof  as
13    may be necessary, is appropriated from the Fund for Illinois'
14    Future  to  the  Department of Commerce and Community Affairs
15    for a grant to the Freeburg Fire Protection District for  the
16    purpose of purchasing equipment Thermal Imaging Cameras.

17        (P.A. 91-20, Art. 16, Sec. 207)
18        Sec.  207.  The  amount of $15,000, or so much thereof as
19    may be necessary, is appropriated from the Fund for Illinois'
20    Future to the Department of Commerce  and  Community  Affairs
21    for  a  grant  to  the  Village of Marissa for the purpose of
22    purchasing equipment Thermal Imaging  Cameras  for  the  fire
23    department.

24        (P.A. 91-20, Art. 16, Sec. 208)
25        Sec.  208.  The  amount of $15,000, or so much thereof as
26    may be necessary, is appropriated from the Fund for Illinois'
27    Future to the Department of Commerce  and  Community  Affairs
28    for  a  grant  to  the  City  of  Chester  for the purpose of
29    purchasing equipment and/or a Thermal Imaging Camera for  the
30    fire department.

 2        Sec.  209.  The  amount of $50,000, or so much thereof as
 3    may be necessary, is appropriated from the Fund for Illinois'

 5    for  a  grant  to  Midwest  Center for Labor Research for the
 6    purpose  of  all  costs  associated  with  job  creation  and
 7    retention.

 8        (P.A. 91-20, Art. 16, Sec. 253)
 9        Sec. 253.  The amount of $40,000, or so much  thereof  as
10    may be necessary, is appropriated from the Fund for Illinois'
11    Future  to  the  Department of Commerce and Community Affairs
12    for a grant to the Village  of  Galewood  for  the  Galewood-
13    Montclare   Garden   Club   for  all  costs  associated  with
14    beautification of residential neighborhood and business area.

15        (P.A. 91-20, Art. 16, Sec. 254)
16        Sec. 254.  The amount of $45,000, or so much  thereof  as
17    may be necessary, is appropriated from the Fund for Illinois'
18    Future  to  the  Department of Commerce and Community Affairs
19    for a one-time grant  to  the  Village  of  Belmont  for  the
20    Central  Chamber  of  Commerce  to  enhance business programs
21    within the community.

22        (P.A. 91-20, Art. 16, Sec. 255)
23        Sec. 255.  The amount of $40,000, or so much  thereof  as
24    may be necessary, is appropriated from the Fund for Illinois'
25    Future  to  the  Department of Commerce and Community Affairs
26    for a one-time grant to  the  Village  of  Galewood  for  the
27    Galewood-Montclare Community Organization.

28        (P.A. 91-20, Art. 16, Sec. 256)
29        Sec.  256.  The  amount of $40,000, or so much thereof as
30    may be necessary, is appropriated from the Fund for Illinois'
31    Future to the Department of Commerce  and  Community  Affairs

 1    for a grant to the Montclare-Elmwood Park Chamber of Commerce
 2    for all costs allocated with Montclare-Elmwood streetscraping

 6    may be necessary, is appropriated from the Fund for Illinois'
 7    Future to the Department of Commerce  and  Community  Affairs
 8    for  a  grant  to  the  City  of  Eldorado for the purpose of
 9    purchasing  a  fire  truck   and   equipment   infrastructure
10    improvements.

11        (P.A. 91-20, Art. 16, Sec. 285)
12        Sec.  285.  The  amount of $15,000, or so much thereof as
13    may be necessary, is appropriated from the Fund for Illinois'
14    Future to the Department of Commerce  and  Community  Affairs
15    for  a  grant  to  the City of Mounds Fire Department for all
16    costs associated equipment purchase the purchase of a pumper.

18        Sec. 286.  The amount of $35,000, or so much  thereof  as
19    may be necessary, is appropriated from the Fund for Illinois'
20    Future  to  the  Department of Commerce and Community Affairs
21    for a grant to the City of Mound City Mounds for the purchase
22    of fire department equipment.

23        (P.A. 91-20, Art. 16, Sec. 289)
24        Sec. 289.  The amount of $14,000, or so much  thereof  as
25    may be necessary, is appropriated from the Fund for Illinois'
26    Future Capital Development Fund to the Department of Commerce
27    and   Community   Affairs   for   grants   to  the  following

28        Sec.  308.  The  amount  of $3,000, or so much thereof as

16    costs associated  with  constructing  or  repairing  a  water

19        Sec.  365.  The  amount of $20,000, or so much thereof as
20    may be necessary, is appropriated from the Fund for Illinois'
21    Future to the Department of Commerce  and  Community  Affairs
22    for  a  grant  to  the Village of Riverdale for the Riverdale
23    Juvenile Intervention Program City of Harvey  for  all  costs
24    associated with the CORPS Program.

25        (P.A. 91-20, Art. 16, Sec. 383)
26        Sec.  383.  The amount of $100,000, or so much thereof as
27    may  be   necessary,  is  appropriated   from   the   Capital
28    Development  Fund to the Department of Commerce and Community
29    Affairs  for  a  grant  to  the  Centre   East   Metropolitan
30    Exposition  Auditorium  and  Office  Building Authority North
31    Shore Center for Performing Arts  for  all  costs  associated

 2        (P.A. 91-20, Art. 16, Sec. 397)
 3        Sec.  397.  The  amount of $84,000, or so much thereof as
 4    may be necessary, is appropriated from the Fund for Illinois'
 5    Future to the Department of  Commerce and  Community  Affairs
 6    for  a grant to the Village of Thornton for the purchase of a
 7    squad cars, a brush fire truck and equipment and police cars.

 8        (P.A. 91-20, Art. 16, Sec. 405)
 9        Sec. 405.  The amount of $70,000, or so much  thereof  as
10    may be necessary, is appropriated from the Fund for Illinois'
11    Future  to  the Department of  Commerce and Community Affairs
12    for a grant to the Lynwood Fire Department for  the  purchase
13    of a brush fire truck and 4 wheel drive emergency vehicle.

14        (P.A. 91-20, Art. 16, Sec. 406)
15        Sec.  406.  The amount of $250,000, or so much thereof as
16    may  be  necessary,  is   appropriated   from   the   Capital
17    Development  Fund to the Department of Commerce and Community
18    Affairs for a grant to the Chicago Public Building Commission
19    Park District for the purpose of all  costs  associated  with
20    the construction of a community center in Rogers Park.

21        (P.A. 91-20, Art. 16, Sec. 407)
22        Sec.  407.  The  amount of $50,000, or so much thereof as
23    may be necessary, is appropriated from the Fund for Illinois'
24    Future to the Department of Commerce  and  Community  Affairs
25    for  a  grant  to the Centre East Metropolitan Exposition and
26    Office Building Authority North Shore Center  for  Performing
27    Arts/Skokie-Village  for  the  purpose  of  soundproofing and
28    other structural improvements at Northlight Theater.

29        (P.A. 91-20, Art. 16, Sec. 434)
30        Sec. 434.  The amount of $50,000, or so much  thereof  as

12        Sec. 451.  The amount of $20,000, or so much  thereof  as
13    may be necessary, is appropriated from the Fund for Illinois'
14    Future  to  the  Department of Commerce and Community Affairs
15    for a grant to the Children's Memorial Hospital for the  Joan
16    Arai  Middle  School  Fund  for  the  development of a school
17    health clinic City of Chicago Commission on  Human  Relations
18    Advisory Council on Gay and Lesbian Issues for the purpose of
19    a Hall of Fame exhibit.

20        (P.A. 91-20, Art. 16, Sec. 452)
21        Sec.  452.  The  amount of $25,000, or so much thereof as
22    may be necessary, is appropriated from the Fund for Illinois'
23    Future to the Department of Commerce  and  Community  Affairs
24    for a grant to the American Indian Health Service for general
25    operating  expenses Jewish Federation of Metropolitan Chicago
26    for building improvements at EZRA Multi Service Center in the
27    Uptown Community.

28        (P.A. 91-20, Art. 16, Sec. 468)
29        Sec. 468.  The amount of $25,000, or so much  thereof  as
30    may be necessary, is appropriated from the Fund for Illinois'
31    Future  to  the  Department of Commerce and Community Affairs
32    for a grant to the North Lawndale YMCA for youth  development

 1    and  career  counseling  Westside  Small Business Development
 2    Center for all costs associated with research and development
 3    for a historic landmark and building repair.

 5        Sec. 469.  The amount of $150,000, or so much thereof  as
 6    may be necessary, is appropriated from the Fund for Illinois'
 7    Future  to  the  Department of Commerce and Community Affairs
 8    for a grant to the East St. Louis  Community  Action  Network
 9    Research for the purpose of planning for millennium project.

10        (P.A. 91-20, Art. 16, Sec. 472)
11        Sec.  472.  The  amount of $20,000, or so much thereof as
12    may be necessary, is appropriated from the Fund for Illinois'
13    Future to the Department of Commerce  and  Community  Affairs
14    for  a one-time grant to the Children's Memorial Hospital for
15    the Joan Arai Middle School Fund for  the  development  of  a
16    school health clinic Chicago Metropolitan Sports Association.

17        (P.A. 91-20, Art. 16, Sec. 479)
18        Sec.  479.  The  amount of $50,000, or so much thereof as
19    may be necessary, is appropriated from the Fund for Illinois'
20    Future to the Department of Commerce  and  Community  Affairs
21    for  a grant to the Calumet City  Lansing Fire Department for
22    the joint task force  on  fireworks,  including  advertising,
23    personnel, printed materials, and other related costs.

25        Sec.  511.  The  amount of $25,000, or so much thereof as
26    may be necessary, is appropriated from the Fund for Illinois'
27    Future to the Department of Commerce  and  Community  Affairs
28    for  a  grant  to  Fantasia Juvenil the Los Raices Tropicales
29    Dance Ensemble for the purpose of purchasing a van.

 2    may be necessary, is appropriated from the Fund for Illinois'

19        Division  B.  The  reappropriation   in   this   Division
20    continues an appropriation initially made for the fiscal year
21    beginning July 1, 1997, for the purpose of the Build Illinois
22    Program as set forth below:

24        Sec.  32.   The  sum of $2,000,000, or so much thereof as
25    may be necessary and remains unexpended  on  June  30,  1999,
