 1                    AMENDMENT TO SENATE BILL 650

 2        AMENDMENT NO.     .  Amend Senate Bill 650 as follows:

 3    by replacing the title with the following:
 4        "AN  ACT  to  create  the  Illinois   Natural   Resources
 5    Congress."; and

 6    on  page 1, line 5, by replacing "Conservation" with "Natural
 7    Resources"; and

 8    on page 1, line 6, by replacing "Conservation" with  "Natural
 9    Resources"; and

10    on  page  1,  by  replacing  lines 7 and 8 with "the Illinois
11    Natural Resources Congress."; and

12    on page  1,  by  replacing  lines  11  through  15  with  the
13    following:
14    "appointed  officials to protect, conserve, and appropriately
15    use the  natural  resources  of  the  State  to  ensure  that
16    opportunities  are  available  for  the  enjoyment of natural
17    resources  to  enhance  quality  of  life  for  all  Illinois
18    citizens  and  future  generations.   The  Illinois   Natural
19    Resources  Congress  shall recommend to the Natural Resources
20    Council long-range goals, strategies, and programs that would
21    balance the protection and use of the  natural  resources  of

 1    Illinois   while   protecting  private  property  rights  and
 2    ensuring a sustainable, economically viable  agriculture  and
 3    business climate."; and

 4    on  page  1,  by  replacing  lines  16  through  27  with the
 5    following:

 6        "Section 15.  Duties.   The  Illinois  Natural  Resources
 7    Congress  shall, from time to time, make recommendations to a
 8    Natural Resources Council.
 9        The Illinois Natural Resources Congress shall be composed
10    of representatives of organizations  in  Illinois,  including
11    but  not  limited  to not-for-profit entities, businesses, or
12    other entities,  whose  goals  and  actions  are  to  provide
13    consistency,  clarity,  and  coherence  to present and future
14    policies, programs, and strategies affecting Illinois'  water
15    and  land  resources.   Members  of  the Congress shall serve
16    without compensation or reimbursed  expenses.   The  Congress
17    shall establish operating by-laws that ensure each member has
18    a  voting right on the by-laws and on any recommendation that
19    is  forwarded  by  the  Congress  to  the  Natural  Resources
20    Council.  It shall take a two-thirds vote of the  members  of
21    the  Congress  to  approve the by-laws and recommendations to
22    the Council.  A copy of the by-laws shall be filed  with  the
23    Council.    Recommendations  submitted  to  the Council shall
24    detail the  goal  and  impact  of  those  recommendations  on
25    recreation,   natural   resources,   the   State's   economy,
26    agriculture and business, and property rights."; and

27    on page 1, by replacing line 28 with the following:

28        "Section   20.   Natural  Resources  Council.   There  is
29    created  a  Natural  Resources  Council  consisting  of   the
30    Director  or  Secretary,  as  appropriate,  of  each  of  the
31    following  State agencies: the Department of Agriculture; the

 1    Department of Commerce and Community Affairs; the  Department
 2    of  Natural  Resources; the Department of Transportation; the
 3    Illinois Environmental Protection Agency; the  Department  of
 4    Public Health; and the Illinois Historic Preservation Agency.
 5        The  Council  shall  meet  as  necessary  to  receive and
 6    evaluate  recommendations  from   the   Congress   and   take
 7    appropriate  action.   Members  of  the  Council  may provide
 8    in-kind services to the Congress."; and

 9    on page 2, by deleting lines 1 and 2.
