        Amends the Illinois Street Trades  Law.   Defines  "minor"  as  a      
   person under 18 years of age (rather than a person of such an age that      
   the  person's  employment  is regulated by the Child Labor Law).  Adds      
   provisions  concerning  civil  penalties,  enforcement,  violation  of      
   orders, and judicial review of orders.
