Increases the disability retirement pension for certain persons with at least 10 but less than 20 years of service. Allows a teacher to purchase service credit for certain teaching while on a leave of absence during the 1986-87 school year. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
