   625 ILCS 5/11-1429 new                                                      

        Amends the Illinois  Vehicle  Code  to  prohibit  a  person  from      
   operating,  on  a public roadway, a second division vehicle registered      
   for a gross weight of 8,000 pounds or less while a  person  is  in  an      
   unenclosed  cargo  area  of  the vehicle and the vehicle is in motion,      
   with exceptions.
