Short description: 
PUB AID CD-TANF-TIME LIMIT                                                 

Synopsis of Bill as introduced:
        Amends  the  Illinois  Public  Aid  Code.   Provides   that   the      
   Department of Human Services shall not count months in which the adult      
   receiving assistance under the Temporary Assistance for Needy Families      
   program  is  the  primary caregiver for a child in the assistance unit      
   under the age of 6 and is employed and earning income, or  engaged  in      
   self-employment  for  an  average of 20 hours per week.  Provides that      
   the Department shall not require a recipient  who  is  the  primary         
   caregiver  for  a  child  in the assistance unit under the age of 6 to      
   participate in the education, training, and  employment  program  more      
   than 20 hours each week.  Effective immediately.                            
          STATE MANDATES NOTE (Dept. of Commerce and Community Affairs)        
          Does not create a State mandate.                                     
          FISCAL NOTE (Department of Human Services)                           
          Amounts spent on TANF grants in out years would increase. As         
          TANF caseloads decrease and the population of persons that have      
          their "clocked stopped" increases, it becomes increasingly           
          difficult to have enough expenditures to support drawing in          
          the full federal TANF block grant.
