Provides that the prohibition on disclosing the case and clinical records of the Department of Children and Family Services and the Department's reports of abuse and injury does not prohibit or prevent the re-disclosure of records or reports that reveal malfeasance or nonfeasance on the part of the Department, its employees, or its agents. Provides that the prohibition on disclosing records and reports does not prohibit or prevent parties in a proceeding under the Juvenile Court Act of 1987 from copying the records or reports for the purpose of sharing those documents with other parties to the litigation. Effective immediately.
