TOLLWAYS-RESOLUTNS & STUDIES                                               

Synopsis of Bill as introduced:
        Amends the Toll Highway Act. Provides that as part of any studies      
   to determine the  feasibility  of  constructing  any  additional  toll      
   highways,  the  Illinois State Toll Highway Authority shall prepare an      
   estimate of the toll revenues likely to be collected on the  new  toll      
   highway  within  the  period  over  which  its  construction  will  be      
   financed.   Provides   that  the  Authority  shall  not  proceed  with      
   construction of the new toll highway unless its expected revenues will      
   defray 75% of the anticipated cost of its construction. Provides  that      
   a  joint  resolution  of  the  General Assembly authorizing a new toll      
   highway  shall  expire  in  7  years.  Provides  that  after  a  joint      
   resolution has expired, the General Assembly must pass  another  joint      
   resolution  in  order  to  authorize construction of the toll highway.      
   Provides that the  required  public  notice  of  a  scheduled  hearing      
   regarding  the  construction  of  a new toll highway shall include (in      
   addition  to  other  required  information)  a  statement  of  whether      
   expected revenues from the new toll highway will  defray  75%  of  the      
   anticipated   cost   of  its  construction  and  whether  the  planned      
   construction would require an  increase  in  tolls  on  existing  toll      
   highways.
