Synopsis of Bill as introduced:
        Amends the Property Tax Code.  Makes  a  technical  change  in  a      
   Section concerning the definition of "year".                                
        SENATE AMENDMENT NO. 2.

        Deletes everything.  Amends the Property Tax Code.  Provides that      
   the  statement  accompanying  a  property  tax  bill   shall   include      
   information  concerning  the  Senior  Citizens  and  Disabled  Persons      
   Property  Tax  Relief  and  Pharmaceutical  Assistance Act. Amends the      
   Illinois Public Aid Code.  Expands eligibility under the  Aid  to  the      
   Aged,  Blind  and  Disabled  program.   Amends the Senior Citizens and      
   Disabled Persons Property Tax  Relief  and  Pharmaceutical  Assistance      
   Act.   Increases  the  number  of  diseases  covered  under  the  Act.      
   Increases the income eligibility threshold for the 2000 grant year and      
   thereafter  to  $21,218  for  a  household  containing  one person,         
   $28,480 for a household  containing  2  persons,  and  $35,740  for  a      
   household  containing  3  or  more  persons.  Changes  the costs for a      
   prescription card to $5 for person below  the  official  poverty  line      
   (now,  $40) and no additional costs per prescription (now, $15) and to      
   $25 (now, $80) for all other persons and  a  $3  additional  cost  per      
   prescription   (now,  $25).   Makes  allowance  for  the  issuance  of      
   prescriptions for non-generic drugs in certain cases.   Provides  that      
   eligibility  for  pharmaceutical  assistance shall be determined using      
   current income. Amends the State Mandates Act to require implementa-        
   tion without reimbursement by the State.  Provides that the changes to      
   the Illinois Public Aid Code take effect  on  July  1,  2000  and  the      
   changes  to  the  Property  Tax Code, the Senior Citizens and Disabled      
   Persons Property Tax Relief and Pharmaceutical Assistance Act, and the      
   State Mandates Act take effect on January 1, 2001.
