Requires a school board to implement and require schools to administer a policy that provides for the supervision of students using computers that are located at a school and that have access to the Internet. Requires the State Board of Education to withhold any State funds to be paid to the school district until this policy is implemented. Provides that a school board shall require all computers located at a school that are used by students to be equipped with software that prevents students from gaining access to inappropriate materials.
