Short description: 
EMERGENCY VEHICLES-APPROACH                                                

Synopsis of Bill as introduced:
        Amends the Illinois Vehicle Code.  Provides that upon approaching      
   a stationary authorized emergency vehicle that is making use of visual      
   signals, the driver of every other vehicle must either (i)  yield  the      
   right-of-way  to the emergency vehicle by changing lanes, if it can be      
   done safely and more than one lane is moving in the same direction, or      
   (ii) decrease speed and  maintain  a  reasonable  following  distance,      
   while  having  due  regard  for  traffic  and  highway  conditions, if      
   changing lanes would be unsafe or impossible.  Provides that a  driver      
   who violates the provision is guilty of a petty offense and must pay a      
   fine  of  $500 to $1,000.  Provides that a person who commits a second      
   or subsequent violation is guilty of a Class B  misdemeanor  and  must      
   pay  a fine of $1,000 to $1,500. Provides that the Secretary of State,      
   without a preliminary hearing, may suspend the driving privileges of a      
   person who violated the provision and caused injury to or the death of      
   any  person.   Provides that if the violation resulted in injury to         
   any person, the suspension shall be for 2 years.   Provides  that  the      
   suspension  shall  be  for  5  years  if  the  violation resulted in a      
   person's death.  Amends the Unified  Code  of  Corrections.   Provides      
   that  factors in aggravation against a defendant include the fact that      
   he or she committed involuntary manslaughter or reckless homicide,  or      
   involuntary  manslaughter  or  reckless  homicide  of an unborn child,      
   immediately before,  at  the  same  time,  or  immediately  after  the      
   defendant  approached  a  stationary authorized emergency vehicle that      
   was making visual signals.  Effective immediately.
