1 HOUSE RESOLUTION
2 WHEREAS, The availability and delivery of safe, reliable,
3 and affordable energy service is crucial to the economic well
4 being and quality of life of all citizens in the State of
5 Illinois; and
6 WHEREAS, Public utilities are directly entrusted with
7 this responsibility with oversight established by the State
8 legislature; and
9 WHEREAS, That oversight includes requiring that the
10 consumers of the State of Illinois receive quality service,
11 are fairly treated, and that public utilities operate as good
12 corporate citizens; and
13 WHEREAS, One of the State's public utilities, CILCO, soon
14 will be sold by its parent company, the AES Corporation of
15 Arlington, Virginia; and
16 WHEREAS, Elected officials and customers of CILCO have
17 expressed concerns about the utility's deteriorating quality
18 of service and corporate citizenship under AES ownership; and
19 WHEREAS, It is desirable that future owners charge
20 reasonable prices and maintain employment stability, provide
21 safe and reliable service, improve customer service, and
22 restore the utility's community presence and involvement; and
23 WHEREAS, A group of local investors has developed a
24 partnership with other investors to purchase CILCO with the
25 intent of providing local operating control of the utility;
26 and
27 WHEREAS, Local investment provides greater accountability
28 for actions and responsibility to the communities and
29 customers CILCO serves; therefore, be it
30 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE

1 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
2 the House of Representatives supports, endorses, and
3 encourages the efforts of local investors to partner with
4 others for the purchase of CILCO; and be it further
5 RESOLVED, That the House of Representatives encourages
6 the AES Corporation to give first priority to the group of
7 local investors when making the decision to sell CILCO so
8 that the significant benefits of local operating control will
9 have the best possible chance of being realized for the
10 communities and customers now being served by CILCO; and be
11 it further
12 RESOLVED, That a suitable copy of this resolution be
13 presented to the Board of Directors of AES Corporation.
