Amends the Animal Welfare Act. Defines "dog day care facility".
Provides that, beginning January 1, 2003, no person shall operate a
dog day care facility without a license issued by the Department of
Agriculture. Provides that the owner of a dog must provide a
certificate of health and proof of vaccination against distemper,
rabies, the parvo virus, and other communicable diseases, parasites,
or viruses as specified by rule of the Department. Provides that the
owner or operator of the dog day care facility must have knowledge of
the animal's disposition, special temperaments, and usual diet.
HOUSE AMENDMENT NO. 1.
Deletes reference to:

Deletes everything after the enacting clause. Amends the Animal
Welfare Act. Provides that the Department of Agriculture shall, after
soliciting recommendations from a voluntary board, adopt rules
defining and providing standards for dog day care facilities.
FISCAL NOTE (Department of Agriculture)
Total impact on the Department for expenses related to 2
full-time investigators would be $127,500.
