Provides that Illinois residents with severe physical disabilities under 24 years of age who (i) need independent living skills training or daily living skills training and (ii) are participating in the Department of Human Services' vocational rehabilitation program or attending a post-secondary educational program may be admitted to the Illinois Center for Rehabilitation and Education and be entitled to services and facilities.
