SUBPART A: INTRODUCTION
Section 750.101 Purpose and Objectives
The purpose of the Illinois Hazardous Substances Pollution Contingency Plan [Plan] is to effectuate the response powers and responsibilities of State authorities for the taking of preventive or corrective action, pursuant to Act, that is necessary or appropriate whenever there is a release or a substantial threat of a release of a hazardous substance.
Section 750.102 Authority
a) The Plan is required by Section 22.1 of the Environmental Protection Act [Act] (Ill. Rev. Stat. 1983 ch. 111½, par. 1022.1).
b) Amendments shall be proved to the Illinois Emergency Services and Disaster Agency (IESDA) and the Illinois Department of Nuclear Safety (IDNS) for comment prior to final adoption by the Board in order to avoid inconsistent or duplicative requirements in the emergency planning responsibilities of those agencies.
