SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened to learn of the death of Dr. Richard J. Martwick IV, who passed away on November 5, 2024; and

WHEREAS, Dr. Martwick born to Richard J. III and Frances Wiercioch Martwick in 1929; he graduated from Fenwick High School and attended the University of Detroit; he played on the Detroit Titans football team and served as co-captain for the team that tied for the MVC championship in 1953; he earned his degree in education in 1954; he married Mary Ann Fogarty; and

WHEREAS, Dr. Martwick joined the U.S. Air Force, where he served as a first lieutenant and discovered a passion for boxing, later becoming the Great Plains Heavyweight Champion; and

WHEREAS, Dr. Martwick returned to Chicago, where he taught English and coached the football team at Ridgewood High School, serving as athletics director from 1969 to 1970; and

WHEREAS, Dr. Martwick served as the Cook County Regional Superintendent of Education from 1970 until the position was dissolved in 1994, making his 24-year tenure the last to hold that position; and

WHEREAS, Dr. Martwick was presented with an Honorary Degree of Doctor of Humane Letters in 1977 by the University of Detroit for his efforts to greatly enhance the progress of education throughout a large and complex school system through innovative programs, education for disabled students, and inspiring leadership; and

WHEREAS, Dr. Martwick had a huge heart, loved his family, and was as loyal of a person as anyone could ever meet; he was tough in body, tough in spirit, and tough in mind; he believed in doing things the right way, following the rules and giving 100%, and expected that in himself and others; most of all, he was filled with pride for his entire family; and

WHEREAS, Dr. Martwick was preceded in death by his parents and his wife, Mary Ann; and

WHEREAS, Dr. Martwick is survived by his sons, Richard J. Martwick V and Thomas (Nicole) Martwick, and his brother, former Norwood Park Township Democratic Committeeman and Secretary of the Cook County Democratic Party Robert F. Martwick; therefore, be it

RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of Dr. Richard J. Martwick IV and extend our sincere condolences to his family, friends, and all who knew and loved him; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of Dr. Martwick as an expression of our deepest sympathy.
