SYNOPSIS AS INTRODUCED:

105 ILCS 5/27-23.19 new

Amends the Courses of Study Article of the School Code. Beginning with the 2027-2028 school year, requires a school district, if funds are available, to provide a minimum of 3 hours of instruction for students in any of grades 7 through 12 on (i) legal aspects explaining certain laws and penalties, (ii) responding to a police encounter, and (iii) the aftermath. Allows the State Board of Education to prepare and make available to school boards resource materials that may be used as guidelines for the development of the instruction. Effective immediately.

A BILL FOR

AN ACT concerning education.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The School Code is amended by adding Section 27-23.19 as follows:

(105 ILCS 5/27-23.19 new)

Sec. 27-23.19. Public safety and police engagement training curriculum.

(a) Beginning with the 2027-2028 school year, if funds are available, whether through public or private funding, a school district shall provide a minimum of 3 hours of instruction for students in any of grades 7 through 12 on each of the following topics:

(1) Legal aspects explaining the law and penalties for:

(A) obstructing justice and obstructing the police; and

(B) weapon offenses, narcotic offenses, acts of violence offenses, and sex crimes.

(2) Responding to a police encounter by:

(A) explaining how the police respond to situations, things officers look for from a police perspective, and the reasons for commands and directives; and

(B) explaining a juvenile's response to police, why it is important to obey commands, the do's and don'ts for safety, how to engage officers in a thoughtful and respectful manner, and situation awareness.

(3) The aftermath, including:

(A) how to get answers to what occurred;

(B) obtaining information concerning future situation issues; and

(C) the proper ways in which to levy complaints.

(b) A school board may include the required instruction in the courses of study regularly taught in the public schools of the district.

(c) The State Board of Education may prepare and make available to school boards resource materials that may be used as guidelines for the development of instruction under this Section.

Section 99. Effective date. This Act takes effect upon becoming law.
