| 1 | AN ACT concerning education. | ||||||||||||||||||||||||
| 2 | Be it enacted by the People of the State of Illinois, | ||||||||||||||||||||||||
| 3 | represented in the General Assembly: | ||||||||||||||||||||||||
| 4 | Section 5. The School Code is amended by adding Section | ||||||||||||||||||||||||
| 5 | 27-23.19 as follows: | ||||||||||||||||||||||||
| 6 | (105 ILCS 5/27-23.19 new) | ||||||||||||||||||||||||
| 7 | Sec. 27-23.19. Public safety and police engagement | ||||||||||||||||||||||||
| 8 | training curriculum. | ||||||||||||||||||||||||
| 9 | (a) Beginning with the 2027-2028 school year, if funds are | ||||||||||||||||||||||||
| 10 | available, whether through public or private funding, a school | ||||||||||||||||||||||||
| 11 | district shall provide a minimum of 3 hours of instruction for | ||||||||||||||||||||||||
| 12 | students in any of grades 7 through 12 on each of the following | ||||||||||||||||||||||||
| 13 | topics: | ||||||||||||||||||||||||
| 14 | (1) Legal aspects explaining the law and penalties | ||||||||||||||||||||||||
| 15 | for: | ||||||||||||||||||||||||
| 16 | (A) obstructing justice and obstructing the | ||||||||||||||||||||||||
| 17 | police; and | ||||||||||||||||||||||||
| 18 | (B) weapon offenses, narcotic offenses, acts of | ||||||||||||||||||||||||
| 19 | violence offenses, and sex crimes. | ||||||||||||||||||||||||
| 20 | (2) Responding to a police encounter by: | ||||||||||||||||||||||||
| 21 | (A) explaining how the police respond to | ||||||||||||||||||||||||
| 22 | situations, things officers look for from a police | ||||||||||||||||||||||||
| 23 | perspective, and the reasons for commands and | ||||||||||||||||||||||||
| |||||||
| |||||||
| 1 | directives; and | ||||||
| 2 | (B) explaining a juvenile's response to police, | ||||||
| 3 | why it is important to obey commands, the do's and | ||||||
| 4 | don'ts for safety, how to engage officers in a | ||||||
| 5 | thoughtful and respectful manner, and situation | ||||||
| 6 | awareness. | ||||||
| 7 | (3) The aftermath, including: | ||||||
| 8 | (A) how to get answers to what occurred; | ||||||
| 9 | (B) obtaining information concerning future | ||||||
| 10 | situation issues; and | ||||||
| 11 | (C) the proper ways in which to levy complaints. | ||||||
| 12 | (b) A school board may include the required instruction in | ||||||
| 13 | the courses of study regularly taught in the public schools of | ||||||
| 14 | the district. | ||||||
| 15 | (c) The State Board of Education may prepare and make | ||||||
| 16 | available to school boards resource materials that may be used | ||||||
| 17 | as guidelines for the development of instruction under this | ||||||
| 18 | Section. | ||||||
| 19 | Section 99. Effective date. This Act takes effect upon | ||||||
| 20 | becoming law. | ||||||
