SYNOPSIS AS INTRODUCED:

30 ILCS 500/20-17 new

Amends the Illinois Procurement Code. Provides that a State agency or public institution of higher education may request that certain procurements be designated as continuous improvement procurements.

A BILL FOR

AN ACT concerning finance.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Illinois Procurement Code is amended by adding Section 20-17 as follows:

(30 ILCS 500/20-17 new)

Sec. 20-17. Continuous improvement procurements.

(a) To promote broader inclusion of small and diverse firms, a State agency or public institution of higher education may request that certain procurements be designated as continuous improvement procurements.

(b) Once a procurement is designated as a continuous improvement procurement, the State agency or public institution of higher education may resolicit the defined services no sooner than every 6 months but shall, at minimum, resolicit the defined services at least annually during the term of the award.

(c) Awarded respondents awarded during the initial solicitation shall be awarded through the term of the award unless self-electing to be removed from the award.

(d) A State agency or public institution of higher education shall use the same evaluation criteria established at the initial publication for all subsequent resolicitations.
