SENATE JOINT RESOLUTION

 
2    WHEREAS, The concentration of power at the federal level
3has had the effect of making federal officials less responsive
4to the will of the people and more readily influenced by
5lobbyists, wealthy corporations, and special interests in
6Washington, D.C.; and
 
7    WHEREAS, Much of federal laws and regulations have been
8enacted by federal bureaucrats who were never chosen by the
9people and have no accountability to the people whatsoever;
10and
 
11    WHEREAS, Past administrations have created a crushing
12national debt through improper and imprudent spending; and
 
13    WHEREAS, Past administrations and federal bureaucrats have
14invaded the legitimate roles of the states through the
15manipulative process of federal mandates, most of which are
16unfunded to a great extent; and
 
17    WHEREAS, Policy decisions made at the state level tend to
18be more responsive to the needs and desires of the people; and
 
19    WHEREAS, The states have the ability to restore the
20responsiveness of government to the people and to restrain

1abuses of federal power by proposing amendments to the
2Constitution of the United States through a limited Convention
3of the States under Article V; therefore, be it
 
4    RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL
5ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF
6REPRESENTATIVES CONCURRING HEREIN, that the legislature of the
7State of Illinois hereby applies to Congress, under the
8provisions of Article V of the Constitution of the United
9States, for the calling of a convention of the states limited
10to proposing amendments to the Constitution of the United
11States that impose fiscal restraints on the federal
12government, limit the power and jurisdiction of the federal
13government, and limit the terms of office for its officials
14and for members of Congress; and be it further
 
15    RESOLVED, That the Illinois Secretary of State is hereby
16directed to transmit copies of this application to the
17President and Secretary of the United States Senate, to the
18Speaker and Clerk of the United States House of
19Representatives, to the Illinois Congressional Delegation, and
20to the presiding officers of each of the legislative houses in
21the United States, requesting their cooperation; and be it
22further
 
23    RESOLVED, That this application constitutes a continuing

1application in accordance with Article V of the Constitution
2of the United States until the legislatures of at least
3two-thirds of the states have made applications on the same
4subject.
