| 2 | | WHEREAS, Sudden cardiac arrest and other medical |
| 3 | | emergencies are leading causes of death in the United States; |
| 4 | | and |
| 5 | | WHEREAS, Emergency medical situations, including cardiac |
| 6 | | arrest, choking, and severe injuries, can occur at any time; |
| 7 | | and |
| 8 | | WHEREAS, The immediate application of cardiopulmonary |
| 9 | | resuscitation (CPR) and first aid can significantly improve |
| 10 | | survival rates and outcomes according to the American Heart |
| 11 | | Association; and |
| 12 | | WHEREAS, The health, safety, and well-being of students |
| 13 | | are of paramount importance to the State of Illinois, making |
| 14 | | it important to ensure that young learners are equipped with |
| 15 | | life-saving skills that can make a critical difference in |
| 16 | | emergency situations; and |
| 17 | | WHEREAS, Equipping young individuals as early as |
| 18 | | kindergarten with age-appropriate, life-saving skills, |
| 19 | | including basic first aid and emergency response protocols, |
| 20 | | helps foster a sense of responsibility, confidence, and |
| 21 | | preparedness; and |

| 1 | | WHEREAS, Research indicates that children are capable of |
| 2 | | learning life-saving techniques when these skills are |
| 3 | | introduced in an age-appropriate and developmentally tailored |
| 4 | | manner; and |
| 5 | | WHEREAS, Studies have demonstrated that early, repeated |
| 6 | | education on CPR, first aid, and other life-saving skills can |
| 7 | | empower students to act confidently in emergencies, increasing |
| 8 | | the likelihood of positive outcomes for those in distress; and |
| 9 | | WHEREAS, Incorporating life-saving education into the |
| 10 | | school curriculum aligns with the State's mission to provide a |
| 11 | | well-rounded education that prepares students for real-world |
| 12 | | challenges; therefore, be it |
| 13 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL |
| 14 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we affirm the value of |
| 15 | | incorporating age-appropriate cardiopulmonary resuscitation |
| 16 | | (CPR), first aid, and life-saving skills into the curriculum |
| 17 | | for students from kindergarten through eighth grade; and be it |
| 18 | | further |
| 19 | | RESOLVED, That we recognize that collaboration with |
| 20 | | medical providers and emergency response organizations could |
| 21 | | prove beneficial to the development of guidelines and |

| 6 | | while maintaining adherence to safety standards; and be it |

| 8 | | RESOLVED, That we recognize the importance of making |
| 9 | | life-saving education an integral part of preparing young |
| 10 | | people to be not only good students but also responsible and |
| 11 | | compassionate citizens capable of responding effectively in |
| 12 | | times of crisis. |
