| 1 | HOUSE RESOLUTION | ||||||
| 2 | WHEREAS, The State of Illinois currently requires | ||||||
| 3 | candidates for pharmacist licensure to pass the Multistate | ||||||
| 4 | Pharmacy Jurisprudence Examination (MPJE) in addition to the | ||||||
| 5 | North American Pharmacist Licensure Examination (NAPLEX); and | ||||||
| 6 | WHEREAS, Pass rate data for the Illinois MPJE has prompted | ||||||
| 7 | renewed interest in evaluating its effectiveness as a tool for | ||||||
| 8 | assessing licensure readiness and ensuring alignment with best | ||||||
| 9 | practices in competency assessment; and | ||||||
| 10 | WHEREAS, Variations in candidate performance between | ||||||
| 11 | Illinois and other jurisdictions suggest an opportunity to | ||||||
| 12 | examine the content, structure, and item development process | ||||||
| 13 | of the Illinois MPJE to ensure it accurately reflects current | ||||||
| 14 | law and supports workforce readiness; and | ||||||
| 15 | WHEREAS, There is substantial concern from academic and | ||||||
| 16 | professional stakeholders that the Illinois MPJE question bank | ||||||
| 17 | may be outdated and does not adhere to best practices in | ||||||
| 18 | contemporary exam development; and | ||||||
| 19 | WHEREAS, Multiple national pharmacy organizations, | ||||||
| 20 | including the American Association of Colleges of Pharmacy | ||||||
| 21 | (AACP) and the American Pharmacists Association (APhA), have | ||||||

| |||||||
| 1 | called for reform or the elimination of the stand-alone | ||||||
| 2 | jurisprudence examination, citing redundancy, inconsistency, | ||||||
| 3 | and a lack of correlation with public safety outcomes; and | ||||||
| 4 | WHEREAS, Other states and territories, including Alaska, | ||||||
| 5 | Idaho, Michigan, Puerto Rico, Vermont, and the Virgin Islands, | ||||||
| 6 | have eliminated the MPJE requirement, and evidence from Idaho | ||||||
| 7 | shows no adverse impact on patient safety or regulatory | ||||||
| 8 | enforcement following its elimination; and | ||||||
| 9 | WHEREAS, The requirement of a state-specific pharmacy law | ||||||
| 10 | examination creates unnecessary barriers to licensure, | ||||||
| 11 | contributing to workforce shortages and disincentivizing new | ||||||
| 12 | graduates and out-of-state pharmacists from practicing in | ||||||
| 13 | Illinois; and | ||||||
| 14 | WHEREAS, The Accreditation Council for Pharmacy Education | ||||||
| 15 | (ACPE) already mandates comprehensive education in pharmacy | ||||||
| 16 | law as part of every Doctor of Pharmacy curriculum, and all | ||||||
| 17 | licensure candidates must complete supervised clinical | ||||||
| 18 | training under licensed pharmacists; and | ||||||
| 19 | WHEREAS, Eliminating the MPJE as a barrier to licensure | ||||||
| 20 | will promote greater workforce mobility, reduce costs for new | ||||||
| 21 | graduates, and better position Illinois to attract and retain | ||||||
| 22 | qualified pharmacists at a time of increasing pharmacy | ||||||

| 1 | closures and service gaps; therefore, be it | ||||||
| 2 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 3 | HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 4 | we urge the Illinois Department of Financial and Professional | ||||||
| 5 | Regulation (IDFPR), in consultation with the Illinois Board of | ||||||
| 6 | Pharmacy, to eliminate the Multistate Pharmacy Jurisprudence | ||||||
| 7 | Examination (MPJE) as a requirement for pharmacist licensure | ||||||
| 8 | in the State of Illinois; and be it further | ||||||
| 9 | RESOLVED, That we encourage the IDFPR and the Illinois | ||||||
| 10 | Board of Pharmacy to consider alternative approaches to | ||||||
| 11 | ensuring pharmacists' understanding of state-specific laws and | ||||||
| 12 | rules, including continuing education, attestation statements, | ||||||
| 13 | or integration of jurisprudence content within the North | ||||||
| 14 | American Pharmacist Licensure Examination (NAPLEX); and be it | ||||||
| 15 | further | ||||||
| 16 | RESOLVED, That suitable copies of this resolution be | ||||||
| 17 | delivered to the Secretary of IDFPR, the Chair of the Illinois | ||||||
| 18 | Board of Pharmacy, and the deans of all accredited schools and | ||||||
| 19 | colleges of pharmacy in the State of Illinois. | ||||||
