1    AN ACT concerning criminal law.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Unified Code of Corrections is amended by
5adding Section 3-15-5 as follows:
 
6    (730 ILCS 5/3-15-5 new)
7    Sec. 3-15-5. Task force on ADA requirements in
8correctional institutions and facilities.
9    (a) The Department of Corrections shall convene a special
10task force to study and propose recommendations regarding ADA
11requirements in correctional institutions and facilities for
12aging committed persons with life sentences. The task force
13shall be composed of no more than 22 members appointed by the
14Director of Corrections as follows:
15        (1) not more than 4 members representing county jails;
16        (2) not more than 8 members representing community
17    health service providers who provide care and assistance
18    to individuals with disabilities;
19        (3) three members of the general public, at least one
20    of whom must be living with a disability;
21        (4) not more than 3 representatives from organizations
22    that work to ensure that people with disabilities have
23    equal rights and opportunities; and

1        (5) not more than 4 members representing the
2    Department of Corrections.
3    The Director of Corrections shall, in appointing the task
4force, attempt to ensure that the membership on the task force
5represents the geographic diversity of the State.
6    (b) The members of the task force shall serve without
7compensation and may not receive reimbursement for any
8expenses incurred in performing their duties as members of the
9task force.
10    (c) The task force shall study and make recommendations
11regarding the following topics:
12        (1) the number of individuals in correctional
13    institutions and facilities who have disabilities,
14    including sight, hearing, and mobility issues;
15        (2) how the population in paragraph (1) are being
16    accommodated;
17        (3) how many committed persons are not having their
18    needs met; and
19        (4) what areas, as it relates to ADA accessibility,
20    correctional institutions and facilities that are unable
21    to provide adequate accommodations and care for aging
22    committed persons with disabilities.
23    (d) The task force must submit its recommendations as to
24any changes in the ADA standards for correctional institutions
25and facilities to the General Assembly on or before July 1,
