SYNOPSIS AS INTRODUCED:

30 ILCS 105/5.1030 new

    Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that, subject to availability of funds, the Department of Commerce and Economic Opportunity may establish the Illinois Apprenticeship Voucher Program for the purpose of providing funds to apprentices to pay for their tools and equipment upon completion of their registered apprenticeship program. Provides that Department of Commerce and Economic Opportunity shall disburse the sum of $300 to each recipient in the form of a voucher for the purpose of paying for tools and equipment required in their intended line of work. Creates the Illinois Apprenticeship-to-Career Starter Kit Fund. Provides that moneys in the Fund shall be used by the Department for the purposes of the voucher program. Amends the State Finance Act to make conforming changes.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Commerce and Economic
5Opportunity Law of the Civil Administrative Code of Illinois
6is amended by adding Section 605-1118 as follows:
 
7    (20 ILCS 605/605-1118 new)
8    Sec. 605-1118. Illinois Apprenticeship Voucher Program.
9    (a) As used in this Section:
10    "Apprentice" means a participant in an apprenticeship
11program approved by and registered with the United States
12Department of Labor's Bureau of Apprenticeship and Training.
13    "Apprenticeship program" means an apprenticeship and
14training program approved by and registered with the United
15States Department of Labor's Bureau of Apprenticeship and
16Training.
17    "Department" means the Department of Commerce and Economic
18Opportunity.
19    (b) Subject to availability of funds in the Illinois
20Apprenticeship-to-Career Starter Kit Fund, the Department is
21authorized to establish the Illinois Apprenticeship Voucher
22Program to be administered in accordance with this Section for
23the purpose of providing funds to apprentices to pay for their

1tools and equipment upon completion of their registered
2apprenticeship program.
3    The Department shall disburse the sum of $300 to each
4recipient in the form of a voucher for the purpose of paying
5for tools and equipment required in their intended line of
6work.
7    In order to be eligible for the apprenticeship voucher
8under this Section:
9        (1) the apprenticeship program must certify to the
10    Department that the apprentice has graduated from their
11    apprenticeship program; and
12        (2) the apprenticeship program must certify to the
13    Department that the apprenticeship program is an
14    Illinois-based apprenticeship program.
15    (c) The Department may accept funds from any individual,
16business, philanthropic organization, and federal grant for
17the funding of the Illinois Apprenticeship Voucher Program.
18Those moneys shall be deposited into the Illinois
19Apprenticeship-to-Career Starter Kit Fund.
20    (d) The Illinois Apprenticeship-to-Career Starter Kit Fund
21is hereby created as a special fund in the State treasury. All
22moneys in the Fund shall be used, subject to appropriation, by
23the Department for the purposes of this Section.
24    (e) The Department may adopt any rules necessary to
25administer the provisions of this Section.
