| 2 | | Be it enacted by the People of the State of Illinois, |
| 3 | | represented in the General Assembly: |
| 4 | | Section 5. The State Finance Act is amended by changing |
| 5 | | Sections 5.498, 6z-47, 8g, 8g-1 as follows: |

| 7 | | Sec. 5.498. The Democratic Majority Slush Fund Fund for |
| 8 | | Illinois' Future. |

| 11 | | Sec. 6z-47. Democratic Majority Slush Fund Fund for |
| 12 | | Illinois' Future. |
| 13 | | (a) The Democratic Majority Slush Fund Fund for Illinois' |
| 14 | | Future is hereby created as a special fund in the State |
| 15 | | Treasury. |
| 16 | | (b) On June 15, 1999 (the effective date of Public Act |
| 17 | | 91-38), or as soon as possible thereafter, the Comptroller |
| 18 | | shall order transferred and the Treasurer shall transfer |
| 19 | | $260,000,000 from the General Revenue Fund to the Democratic |
| 20 | | Majority Slush Fund Fund for Illinois' Future. |
| 21 | | On July 15, 2000, or as soon as possible thereafter, the |
| 22 | | Comptroller shall order transferred and the Treasurer shall |

| 1 | | transfer $260,000,000 from the General Revenue Fund to the |
| 2 | | Democratic Majority Slush Fund Fund for Illinois' Future. |
| 3 | | Revenues in the Democratic Majority Slush Fund Fund for |
| 4 | | Illinois' Future shall include any other funds appropriated or |
| 5 | | transferred into the Fund. |
| 6 | | (c) Moneys in the Democratic Majority Slush Fund Fund for |
| 7 | | Illinois' Future may be appropriated for the making of grants |
| 8 | | and expenditures for planning, engineering, acquisition, |
| 9 | | construction, reconstruction, development, improvement, and |
| 10 | | extension of public infrastructure in the State of Illinois, |
| 11 | | including grants to local governments for public |
| 12 | | infrastructure, grants to public elementary and secondary |
| 13 | | school districts for public infrastructure, grants to |
| 14 | | universities, colleges, community colleges, and non-profit |
| 15 | | corporations for public infrastructure, and expenditures for |
| 16 | | public infrastructure of the State and other related purposes, |
| 17 | | including but not limited to expenditures for equipment, |
| 18 | | vehicles, community programs, and recreational facilities. |
| 19 | | (d) Moneys in the Democratic Majority Slush Fund Fund for |
| 20 | | Illinois' Future may also be appropriated for the making of |
| 21 | | grants to local governments, public and private elementary and |
| 22 | | secondary schools, non-profit corporations, and |
| 23 | | community-based providers for costs associated with violence |
| 24 | | prevention, community development, educational programs, |
| 25 | | social services, community programs, and operational expenses. |

| 21 | | Comptroller shall direct and the State Treasurer shall |
| 22 | | transfer up to a total of $1,500,000,000 from the General |
| 23 | | Revenue Fund to the State Coronavirus Urgent Remediation |
| 24 | | Emergency Fund. |
| 25 | | (nn) In addition to any other transfers that may be |
| 26 | | provided for by law, beginning on June 7, 2023 (the effective |

| 5 | | transfer up to a total of $424,000,000 from the General |
| 6 | | Revenue Fund to the Build Illinois Bond Fund. |
| 7 | | (oo) In addition to any other transfers that may be |
| 8 | | provided for by law, on July 1, 2023, or as soon thereafter as |
| 9 | | practical, the State Comptroller shall direct and the State |
| 10 | | Treasurer shall transfer the sum of $500,000 from the General |
| 11 | | Revenue Fund to the Governor's Administrative Fund. |
| 12 | | (pp) In addition to any other transfers that may be |
| 13 | | provided for by law, on July 1, 2023, or as soon thereafter as |
| 14 | | practical, the State Comptroller shall direct and the State |
| 15 | | Treasurer shall transfer the sum of $500,000 from the General |
| 16 | | Revenue Fund to the Grant Accountability and Transparency |
| 17 | | Fund. |
| 18 | | (qq) In addition to any other transfers that may be |
| 19 | | provided for by law, beginning on July 1, 2024 (the effective |
| 20 | | date of the changes made to this Section by Public Act 103-588) |
| 21 | | this amendatory Act of the 103rd General Assembly and until |
| 22 | | June 30, 2024, as directed by the Governor, the State |
| 23 | | Comptroller shall direct and the State Treasurer shall |
| 24 | | transfer up to a total of $350,000,000 from the General |
| 25 | | Revenue Fund to the Democratic Majority Slush Fund Fund for |
| 26 | | Illinois' Future. |

| 1 | | (rr) In addition to any other transfers that may be |
| 2 | | provided for by law, on July 1, 2024, or as soon thereafter as |
| 3 | | practical, the State Comptroller shall direct and the State |
| 4 | | Treasurer shall transfer the sum of $500,000 from the General |
| 5 | | Revenue Fund to the Governor's Administrative Fund. |
| 6 | | (ss) In addition to any other transfers that may be |
| 7 | | provided for by law, on July 1, 2024, or as soon thereafter as |
| 8 | | practical, the State Comptroller shall direct and the State |
| 9 | | Treasurer shall transfer the sum of $500,000 from the General |
| 10 | | Revenue Fund to the Grant Accountability and Transparency |
| 11 | | Fund. |
| 12 | | (tt) In addition to any other transfers that may be |
| 13 | | provided for by law, on July 1, 2024, or as soon thereafter as |
| 14 | | practical, the State Comptroller shall direct and the State |
| 15 | | Treasurer shall transfer the sum of $25,000,000 from the |
| 16 | | Violent Crime Witness Protection Program Fund to the General |
| 17 | | Revenue Fund. |
