1    AN ACT concerning finance.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by changing
5Sections 5.498, 6z-47, 8g, 8g-1 as follows:

7    Sec. 5.498. The Democratic Majority Slush Fund Fund for
8Illinois' Future.

11    Sec. 6z-47. Democratic Majority Slush Fund Fund for
12Illinois' Future.
13    (a) The Democratic Majority Slush Fund Fund for Illinois'
14Future is hereby created as a special fund in the State
15Treasury.
16    (b) On June 15, 1999 (the effective date of Public Act
1791-38), or as soon as possible thereafter, the Comptroller
18shall order transferred and the Treasurer shall transfer
19$260,000,000 from the General Revenue Fund to the Democratic
20Majority Slush Fund Fund for Illinois' Future.
21    On July 15, 2000, or as soon as possible thereafter, the
22Comptroller shall order transferred and the Treasurer shall

1transfer $260,000,000 from the General Revenue Fund to the
2Democratic Majority Slush Fund Fund for Illinois' Future.
3    Revenues in the Democratic Majority Slush Fund Fund for
4Illinois' Future shall include any other funds appropriated or
5transferred into the Fund.
6    (c) Moneys in the Democratic Majority Slush Fund Fund for
7Illinois' Future may be appropriated for the making of grants
8and expenditures for planning, engineering, acquisition,
9construction, reconstruction, development, improvement, and
10extension of public infrastructure in the State of Illinois,
11including grants to local governments for public
12infrastructure, grants to public elementary and secondary
13school districts for public infrastructure, grants to
14universities, colleges, community colleges, and non-profit
15corporations for public infrastructure, and expenditures for
16public infrastructure of the State and other related purposes,
17including but not limited to expenditures for equipment,
18vehicles, community programs, and recreational facilities.
19    (d) Moneys in the Democratic Majority Slush Fund Fund for
20Illinois' Future may also be appropriated for the making of
21grants to local governments, public and private elementary and
22secondary schools, non-profit corporations, and
23community-based providers for costs associated with violence
24prevention, community development, educational programs,
25social services, community programs, and operational expenses.

16    (mm) In addition to any other transfers that may be
17provided for by law, beginning on June 7, 2023 (the effective
18date of the changes made to this Section by Public Act 103-8)
19this amendatory Act of the 103rd General Assembly and until
20June 30, 2024, as directed by the Governor, the State
21Comptroller shall direct and the State Treasurer shall
22transfer up to a total of $1,500,000,000 from the General
23Revenue Fund to the State Coronavirus Urgent Remediation
24Emergency Fund.
25    (nn) In addition to any other transfers that may be
26provided for by law, beginning on June 7, 2023 (the effective

1date of the changes made to this Section by Public Act 103-8)
2this amendatory Act of the 103rd General Assembly and until
3June 30, 2024, as directed by the Governor, the State
4Comptroller shall direct and the State Treasurer shall
5transfer up to a total of $424,000,000 from the General
6Revenue Fund to the Build Illinois Bond Fund.
7    (oo) In addition to any other transfers that may be
8provided for by law, on July 1, 2023, or as soon thereafter as
9practical, the State Comptroller shall direct and the State
10Treasurer shall transfer the sum of $500,000 from the General
11Revenue Fund to the Governor's Administrative Fund.
12    (pp) In addition to any other transfers that may be
13provided for by law, on July 1, 2023, or as soon thereafter as
14practical, the State Comptroller shall direct and the State
15Treasurer shall transfer the sum of $500,000 from the General
16Revenue Fund to the Grant Accountability and Transparency
17Fund.
18    (qq) In addition to any other transfers that may be
19provided for by law, beginning on July 1, 2024 (the effective
20date of the changes made to this Section by Public Act 103-588)
21this amendatory Act of the 103rd General Assembly and until
22June 30, 2024, as directed by the Governor, the State
23Comptroller shall direct and the State Treasurer shall
24transfer up to a total of $350,000,000 from the General
25Revenue Fund to the Democratic Majority Slush Fund Fund for
26Illinois' Future.

1    (rr) In addition to any other transfers that may be
2provided for by law, on July 1, 2024, or as soon thereafter as
3practical, the State Comptroller shall direct and the State
4Treasurer shall transfer the sum of $500,000 from the General
5Revenue Fund to the Governor's Administrative Fund.
6    (ss) In addition to any other transfers that may be
7provided for by law, on July 1, 2024, or as soon thereafter as
8practical, the State Comptroller shall direct and the State
9Treasurer shall transfer the sum of $500,000 from the General
10Revenue Fund to the Grant Accountability and Transparency
11Fund.
12    (tt) In addition to any other transfers that may be
13provided for by law, on July 1, 2024, or as soon thereafter as
14practical, the State Comptroller shall direct and the State
15Treasurer shall transfer the sum of $25,000,000 from the
16Violent Crime Witness Protection Program Fund to the General
17Revenue Fund.
