| 1 | HOUSE RESOLUTION | ||||||
| 2 | WHEREAS, Under the federal Individuals with Disabilities | ||||||
| 3 | Education Act (IDEA), a student with a disability is | ||||||
| 4 | guaranteed access to a free, appropriate public education; and | ||||||
| 5 | WHEREAS, The law details the procedures that states and | ||||||
| 6 | school districts must undertake to meet their obligations | ||||||
| 7 | under IDEA; and | ||||||
| 8 | WHEREAS, Under IDEA, if a child is deemed eligible to | ||||||
| 9 | receive special education services, school officials are | ||||||
| 10 | required to, in cooperation with a child's parent or guardian, | ||||||
| 11 | develop an individualized education plan (IEP) for that child; | ||||||
| 12 | and | ||||||
| 13 | WHEREAS, A child's IEP contains critical details about the | ||||||
| 14 | education that the child will receive, including a statement | ||||||
| 15 | of the child's present levels of academic achievement and | ||||||
| 16 | functional performance, measurable annual goals and a | ||||||
| 17 | description of how a child's progress towards achieving those | ||||||
| 18 | goals will be measured, details of the special education and | ||||||
| 19 | related services that the child will receive, any individual | ||||||
| 20 | accommodations that will be needed to measure the child's | ||||||
| 21 | academic achievement and functional performance, and, for | ||||||
| 22 | special education students generally beginning at the age of | ||||||
| |||||||

| 1 | 16, measurable postsecondary goals related to training, | ||||||
| 2 | education, employment, and independent living skills; and | ||||||
| 3 | WHEREAS, In order to ensure a student's success, it is | ||||||
| 4 | imperative that parents remain actively engaged in the | ||||||
| 5 | development and implementation of a child's IEP; however, due | ||||||
| 6 | to the legal complexities and unfamiliar terms associated with | ||||||
| 7 | the process, some parents may encounter difficulties when | ||||||
| 8 | interacting with school district personnel; and | ||||||
| 9 | WHEREAS, The parents of the nearly 300,000 Illinois | ||||||
| 10 | students with an IEP serve as advocates for their children, | ||||||
| 11 | and to do so effectively, they need to be well informed about | ||||||
| 12 | the procedures associated with establishing an IEP as well as | ||||||
| 13 | the special education students' and their parents' rights; | ||||||
| 14 | therefore, be it | ||||||
| 15 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 16 | HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 17 | we declare May 2025 as Individualized Education Plan (IEP) | ||||||
| 18 | Awareness Month in the State of Illinois to increase the | ||||||
| 19 | public's understanding of the development and implementation | ||||||
| 20 | of a student's IEP. | ||||||
