| 1 | AN ACT concerning education. | ||||||||||||||||||||||||
| 2 | Be it enacted by the People of the State of Illinois, | ||||||||||||||||||||||||
| 3 | represented in the General Assembly: | ||||||||||||||||||||||||
| 4 | Section 5. The School Code is amended by renumbering and | ||||||||||||||||||||||||
| 5 | changing Section 27-1040 as follows: | ||||||||||||||||||||||||
| 6 | (105 ILCS 5/27-270) (was 105 ILCS 5/27-1040) | ||||||||||||||||||||||||
| 7 | Sec. 27-270 27-1040. Parenting education. | ||||||||||||||||||||||||
| 8 | (a) The State Board of Education must assist each school | ||||||||||||||||||||||||
| 9 | district that offers an evidence-based parenting education | ||||||||||||||||||||||||
| 10 | model. School districts shall may provide instruction in | ||||||||||||||||||||||||
| 11 | parenting education for grades 6 through 12 and include such | ||||||||||||||||||||||||
| 12 | instruction in the courses of study regularly taught therein. | ||||||||||||||||||||||||
| 13 | School districts shall may give regular school credit for | ||||||||||||||||||||||||
| 14 | satisfactory completion by the student of such courses. | ||||||||||||||||||||||||
| 15 | As used in this subsection (a), "parenting education" | ||||||||||||||||||||||||
| 16 | means and includes instruction in the following: | ||||||||||||||||||||||||
| 17 | (1) Child growth and development, including prenatal | ||||||||||||||||||||||||
| 18 | development. | ||||||||||||||||||||||||
| 19 | (2) Childbirth and child care. | ||||||||||||||||||||||||
| 20 | (3) Family structure, function, and management. | ||||||||||||||||||||||||
| 21 | (4) Prenatal and postnatal care for mothers and | ||||||||||||||||||||||||
| 22 | infants. | ||||||||||||||||||||||||
| 23 | (5) Prevention of child abuse. | ||||||||||||||||||||||||

| 1 | (6) The physical, mental, emotional, social, economic, | ||||||
| 2 | and psychological aspects of interpersonal and family | ||||||
| 3 | relationships. | ||||||
| 4 | (7) Parenting skill development. | ||||||
| 5 | The State Board of Education shall assist those districts | ||||||
| 6 | offering parenting education instruction, upon request, in | ||||||
| 7 | developing instructional materials, training teachers, and | ||||||
| 8 | establishing appropriate time allotments for each of the areas | ||||||
| 9 | included in parenting education such instruction. | ||||||
| 10 | School districts may offer parenting education courses | ||||||
| 11 | during that period of the day which is not part of the regular | ||||||
| 12 | school day. Residents of the school district may enroll in | ||||||
| 13 | such courses. The school board may establish fees and collect | ||||||
| 14 | such charges as may be necessary for attendance at such | ||||||
| 15 | courses in an amount not to exceed the per capita cost of the | ||||||
| 16 | operation thereof, except that the board may waive all or part | ||||||
| 17 | of such charges if it determines that the individual is | ||||||
| 18 | indigent or that the educational needs of the individual | ||||||
| 19 | requires his or her attendance at such courses. | ||||||
| 20 | (b) Beginning with the 2019-2020 school year, from | ||||||
| 21 | appropriations made for the purposes of this Section, the | ||||||
| 22 | State Board of Education shall implement and administer a | ||||||
| 23 | 7-year pilot program supporting the health and wellness | ||||||
| 24 | student-learning requirement by utilizing a unit of | ||||||
| 25 | instruction on parenting education in participating school | ||||||
| 26 | districts that maintain grades 9 through 12, to be determined | ||||||

| 1 | by the participating school districts. The program is | ||||||
| 2 | encouraged to include, but is not limited to, instruction on | ||||||
| 3 | (i) family structure, function, and management, (ii) the | ||||||
| 4 | prevention of child abuse, (iii) the physical, mental, | ||||||
| 5 | emotional, social, economic, and psychological aspects of | ||||||
| 6 | interpersonal and family relationships, and (iv) parenting | ||||||
| 7 | education competency development that is aligned to the social | ||||||
| 8 | and emotional learning standards of the student's grade level. | ||||||
| 9 | Instruction under this subsection (b) may be included in the | ||||||
| 10 | comprehensive health education program set forth under Section | ||||||
| 11 | 22-115 of this Code. The State Board of Education is | ||||||
| 12 | authorized to make grants to school districts that apply to | ||||||
| 13 | participate in the pilot program under this subsection (b). | ||||||
| 14 | The provisions of this subsection (b), other than this | ||||||
| 15 | sentence, are inoperative at the conclusion of the pilot | ||||||
| 16 | program. | ||||||
