| 2 | | WHEREAS, The members of the Illinois Senate are saddened |
| 3 | | to learn of the death of Dean E. Williams of Springfield, who |
| 4 | | passed away on December 30, 2025; and |
| 5 | | WHEREAS, Dean Williams, the son of Marian Sylvester and |
| 6 | | Mayala Spann Williams, was born in Toledo, Ohio on December |
| 7 | | 15, 1941; he graduated from Lanphier High School in 1959; he |
| 8 | | attended Sangamon State University and Lincoln Land Community |
| 9 | | College, where he majored in film; he served in the United |
| 10 | | States Navy; he married Joyce Irene Clark on March 1, 1997, and |
| 11 | | she preceded him in death on June 20, 2025; and |
| 12 | | WHEREAS, Dean Williams served as a still photographer on |
| 13 | | the set of more than 160 Hollywood films and television |
| 14 | | productions, beginning with The Awakening Land, a television |
| 15 | | miniseries starring Elizabeth Montgomery and Hal Holbrook, |
| 16 | | which filmed in the Springfield area; his other movie credits |
| 17 | | included The Blues Brothers, Caddyshack, Eddie Macon's Run, |
| 18 | | Starman, Poltergeist III, Uncle Buck, Tango & Cash, Freejack, |
| 19 | | The Babe, Batman Returns, Mighty Ducks II, and Legally Blonde |
| 20 | | 2, among others; he also had three producing credits, |
| 21 | | including American Criminals, a 2025 drama about the |
| 22 | | kidnapping and murder of 14-year-old Bobby Franks by Nathan |
| 23 | | Leopold and Richard Loeb in Chicago in 1924, and one director |

| 1 | | credit for a short film; and |
| 2 | | WHEREAS, Dean Williams was the founder and executive |
| 3 | | director of the Central Illinois Film Commission (CIFC), which |
| 4 | | he started in 2005; through CIFC, he worked tirelessly to |
| 5 | | promote Central Illinois as a viable and welcoming location |
| 6 | | for film and media production, bringing productions to the |
| 7 | | area, and he connected local talent with meaningful |
| 8 | | opportunities and championed the creative community; he later |
| 9 | | owned and operated Dean Williams Photography in Springfield, |
| 10 | | specializing in professional portraits, weddings, and events, |
| 11 | | and he formerly served as chief photographer for the Illinois |
| 12 | | State Police; and |
| 13 | | WHEREAS, Dean Williams was a devoted member of Elm Street |
| 14 | | Christian Church and a member of VFW Post #10302 in |
| 15 | | Springfield, and he served as a longtime precinct committeeman |
| 16 | | for the Republican Party; he was also a member of the Academy |
| 17 | | of Motion Picture Arts and Sciences, the Screen Actors Guild, |
| 18 | | and the American Federation of Television and Radio Artists; |
| 19 | | and |
| 20 | | WHEREAS, Dean Williams was a visionary, a mentor, an |
| 21 | | advocate, and a cornerstone of the Central Illinois film and |
| 22 | | creative community; he will be remembered for his never-ending |
| 23 | | optimism and good attitude, and his legacy will live on |

| 1 | | through the projects he built, the people he supported, and |
| 2 | | the creative community he helped strengthen; and |
| 3 | | WHEREAS, Dean Williams was preceded in death by his |
| 4 | | parents, his son, Rick Williams, and his brother, Larry |
| 5 | | Williams; and |
| 6 | | WHEREAS, Dean Williams is survived by his children, Duane |
| 7 | | E. Williams, Dana Ray Williams, Craig (Cindy) Schaefer, |
| 8 | | Suzanne (Kevin) King, and LeaAnn (Rod) Johnson, and 15 |
| 9 | | grandchildren; therefore, be it |
| 10 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL |
| 11 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of |
| 12 | | Dean E. Williams and extend our sincere condolences to his |
| 13 | | family, friends, and all who knew and loved him; and be it |
| 14 | | further |
| 15 | | RESOLVED, That a suitable copy of this resolution be |
| 16 | | presented to the family of Dean Williams as an expression of |
| 17 | | our deepest sympathy. |
