HOUSE RESOLUTION

WHEREAS, In the State of Illinois, all driver's license applicants must have a vision screening or submit a Vision Specialist Report completed by a licensed optometrist, ophthalmologist, or physician dated within six months of a facility visit; and

WHEREAS, Vision requirements include a minimum visual acuity of 20/40 with or without corrective lenses and at least a 140-degree peripheral vision, or the ability to see to the side, with or without corrective lenses; those applicants with a visual acuity between 20/41 and 20/70 are limited to daylight driving only; and

WHEREAS, If you wear glasses or contact lenses, a restriction will be noted on your driver's license, requiring you to wear glasses or contact lenses when operating a vehicle; and

WHEREAS, If you wear telescopic lenses, you must meet special requirements and undergo additional vision testing to receive a driver's license; and

WHEREAS, The Secretary of State utilizes machines that assist personnel in screening applicants' respective vision; and

WHEREAS, These machines often require direct contact with an applicant's forehead and the area near the eyes; and

WHEREAS, Some bacterial and viral eye infections, such as conjunctivitis, commonly known as pink eye, can be spread from person to person; someone may develop pink eye after coming into contact with an infected eye or after touching surfaces contaminated with the germs of an infected person; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the Secretary of State to develop uniformed training and to provide sanitary materials for cleaning the vision screener machines between uses; and be it further

RESOLVED, That a suitable copy of this resolution be delivered to Secretary of State Alexi Giannoulias.
