| 1 | HOUSE RESOLUTION | ||||||
| 2 | WHEREAS, In the State of Illinois, all driver's license | ||||||
| 3 | applicants must have a vision screening or submit a Vision | ||||||
| 4 | Specialist Report completed by a licensed optometrist, | ||||||
| 5 | ophthalmologist, or physician dated within six months of a | ||||||
| 6 | facility visit; and | ||||||
| 7 | WHEREAS, Vision requirements include a minimum visual | ||||||
| 8 | acuity of 20/40 with or without corrective lenses and at least | ||||||
| 9 | a 140-degree peripheral vision, or the ability to see to the | ||||||
| 10 | side, with or without corrective lenses; those applicants with | ||||||
| 11 | a visual acuity between 20/41 and 20/70 are limited to | ||||||
| 12 | daylight driving only; and | ||||||
| 13 | WHEREAS, If you wear glasses or contact lenses, a | ||||||
| 14 | restriction will be noted on your driver's license, requiring | ||||||
| 15 | you to wear glasses or contact lenses when operating a | ||||||
| 16 | vehicle; and | ||||||
| 17 | WHEREAS, If you wear telescopic lenses, you must meet | ||||||
| 18 | special requirements and undergo additional vision testing to | ||||||
| 19 | receive a driver's license; and | ||||||
| 20 | WHEREAS, The Secretary of State utilizes machines that | ||||||
| 21 | assist personnel in screening applicants' respective vision; | ||||||

| 2 | WHEREAS, These machines often require direct contact with | ||||||
| 3 | an applicant's forehead and the area near the eyes; and | ||||||
| 4 | WHEREAS, Some bacterial and viral eye infections, such as | ||||||
| 5 | conjunctivitis, commonly known as pink eye, can be spread from | ||||||
| 6 | person to person; someone may develop pink eye after coming | ||||||
| 7 | into contact with an infected eye or after touching surfaces | ||||||
| 8 | contaminated with the germs of an infected person; therefore, | ||||||
| 9 | be it | ||||||
| 10 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 11 | HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 12 | we urge the Secretary of State to develop uniformed training | ||||||
| 13 | and to provide sanitary materials for cleaning the vision | ||||||
| 14 | screener machines between uses; and be it further | ||||||
| 15 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 16 | delivered to Secretary of State Alexi Giannoulias. | ||||||
