SYNOPSIS AS INTRODUCED:
 


    Appropriates $1,260,000,000 to the Department of Transportation to be used for transportation related purposes in municipalities, counties, townships and road districts for projects related to (1) State and local asset management, (2) ADA improvements, (3) bike and pedestrian infrastructure improvements, (4) multi-modal connections, (5) capital safety improvement, and (6) match for federal grant opportunities. Effective July 1, 2026.

1    AN ACT concerning appropriations.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The sum of $1,260,000,000, or so much thereof
5as may be necessary, and remains unexpended at the close of
6business on June 30, 2026, from the appropriation heretofore
7made in Article 138, Section 350 of Public Act 104-0003, is
8reappropriated from the Road Fund to the Department of
9Transportation to be used for transportation related purposes
10in municipalities, counties, townships, and road districts for
11projects related to (1) State and local asset management, (2)
12ADA improvements, (3) bike and pedestrian infrastructure
13improvements, (4) multi-modal connections, (5) capital safety
14improvement, and (6) match for federal grant opportunities. In
15expending these funds, the Department shall prioritize
16projects in economically distressed community areas based on
17criteria for eligibility and prioritization set forth by the
18Department and shall establish goal requirements for
19disadvantaged business enterprise (DBE) participation on
20projects funded by this appropriation, pursuant to the
21Department's policies and in accordance with the requirements
22of 49 C.F.R. Part 26.
 
23    Section 99. Effective date. This Act takes effect July 1,
