Appropriates $1,260,000,000 to the Department of Transportation to be used for transportation related purposes in municipalities, counties, townships and road districts for projects related to (1) State and local asset management, (2) ADA improvements, (3) bike and pedestrian infrastructure improvements, (4) multi-modal connections, (5) capital safety improvement, and (6) match for federal grant opportunities. Effective July 1, 2026. |

| 1 | | AN ACT concerning appropriations. |
| 2 | | Be it enacted by the People of the State of Illinois, |
| 3 | | represented in the General Assembly: |
| 4 | | Section 5. The sum of $1,260,000,000, or so much thereof |
| 5 | | as may be necessary, and remains unexpended at the close of |
| 6 | | business on June 30, 2026, from the appropriation heretofore |
| 7 | | made in Article 138, Section 350 of Public Act 104-0003, is |
| 8 | | reappropriated from the Road Fund to the Department of |
| 9 | | Transportation to be used for transportation related purposes |
| 10 | | in municipalities, counties, townships, and road districts for |
| 11 | | projects related to (1) State and local asset management, (2) |
| 12 | | ADA improvements, (3) bike and pedestrian infrastructure |
| 13 | | improvements, (4) multi-modal connections, (5) capital safety |
| 14 | | improvement, and (6) match for federal grant opportunities. In |
| 15 | | expending these funds, the Department shall prioritize |
| 16 | | projects in economically distressed community areas based on |
| 17 | | criteria for eligibility and prioritization set forth by the |
| 18 | | Department and shall establish goal requirements for |
| 19 | | disadvantaged business enterprise (DBE) participation on |
| 20 | | projects funded by this appropriation, pursuant to the |
| 21 | | Department's policies and in accordance with the requirements |
| 22 | | of 49 C.F.R. Part 26. |
