| 1 | AN ACT concerning local government. | ||||||
| 2 | Be it enacted by the People of the State of Illinois, | ||||||
| 3 | represented in the General Assembly: | ||||||
| 4 | Section 5. The Illinois Municipal Code is amended by | ||||||
| 5 | adding Section 11-6.1.5 as follows: | ||||||
| 6 | (65 ILCS 5/11-6.1.5 new) | ||||||
| 7 | Sec. 11-6.1.5. Minimum funding requirements for | ||||||
| 8 | ambulances, fire engines, and other vehicles used to provide | ||||||
| 9 | emergency services. A municipality with a population of more | ||||||
| 10 | than 500,000 must set aside, in a dedicated account, 10% of the | ||||||
| 11 | funds the municipality receives from an insurer on account of | ||||||
| 12 | ambulance or fire services provided by the municipality. The | ||||||
| 13 | municipality may only use the funds in the dedicated account | ||||||
| 14 | for purchasing and maintaining ambulances, fire engines, and | ||||||
| 15 | other vehicles used to provide emergency services. These funds | ||||||
| 16 | are in addition to and may not be used to replace existing | ||||||
| 17 | funds for purchasing and maintaining these vehicles. | ||||||
| 18 | A home rule unit may not regulate the minimum funding | ||||||
| 19 | requirement for emergency vehicles in a manner inconsistent | ||||||
| 20 | with the regulation by the State under this Section. This | ||||||
| 21 | paragraph is a limitation under subsection (i) of Section 6 of | ||||||
| 22 | Article VII of the Illinois Constitution on the concurrent | ||||||
| 23 | exercise by home rule units of powers and functions exercised | ||||||
