| 4 | | "Section 5. The Illinois Municipal Code is amended by |
| 5 | | adding Section 11-6.1.5 as follows:

| 6 | | (65 ILCS 5/11-6.1.5 new) |
| 7 | | Sec. 11-6.1.5. Minimum funding requirements for |
| 8 | | ambulances, fire engines, and other vehicles used to provide |
| 9 | | emergency services. A municipality must set aside 10% of the |
| 10 | | funds the municipality receives from private insurers as |
| 11 | | direct payment for ambulance or fire services provided by the |
| 12 | | municipality. The municipality may only use the funds for |
| 13 | | purchasing or maintaining ambulances, fire engines, and other |
| 14 | | vehicles used to provide emergency services. Nothing in this |
| 15 | | Section applies to funds received through (i) public health |
| 16 | | programs, including, but not limited to, Medicaid and Medicare |

| 1 | | or (ii) reimbursement for liability claims, settlements, or |
| 2 | | judgments, including payments from excess insurers or |
