| 3 | | everything after the enacting clause with the following:

| 4 | | "Section 5. The Illinois Municipal Code is amended by |
| 5 | | adding Section 11-6.1.5 as follows:

| 6 | | (65 ILCS 5/11-6.1.5 new) |
| 7 | | Sec. 11-6.1.5. Minimum funding requirements for |
| 8 | | ambulances, fire engines, and other vehicles used to provide |
| 9 | | emergency services. A municipality with a population of more |
| 10 | | than 500,000 must set aside 10% of the funds the municipality |
| 11 | | receives from private insurers as direct payment for ambulance |
| 12 | | or fire services provided by the municipality. The |
| 13 | | municipality may use the set-aside funds only for purchasing |
| 14 | | or maintaining ambulances, fire engines, and other vehicles |
| 15 | | used to provide emergency services. Nothing in this Section |
| 16 | | applies to funds received through (i) public health programs, |

| 1 | | including, but not limited to, Medicaid and Medicare, or (ii) |
| 2 | | reimbursements for liability claims, settlements, or |
