| 4 | | "Section 1. Short title. This Act may be cited as the Child |
| 5 | | Welfare Liability Insurance Crisis Survey Act.
|
| 6 | | Section 5. Liability insurance crisis survey. |
| 7 | | (a) The Department of Insurance shall oversee a survey to |
| 8 | | examine the state of the liability insurance market for |
| 9 | | community-based providers of foster care and adoption |
| 10 | | services. This survey shall include, but is not limited to: |
| 11 | | (1) licensed liability carriers in Illinois and in |
| 12 | | other states; |
| 13 | | (2) premiums of available liability insurance |
| 14 | | policies; |
| 15 | | (3) drivers of premiums for liability insurance for |
| 16 | | community-based providers of foster care and adoption; |

| 1 | | (4) types of insurance coverage available to foster |
| 2 | | care providers offered in Illinois and other states; |
| 3 | | (5) insurance offerings in the excess and surplus |
| 4 | | markets; |
| 5 | | (6) insurance premium and coverage changes in other |
| 6 | | industries; and |
| 7 | | (7) efforts to mitigate the liability insurance crisis |
| 8 | | in other states. |
| 9 | | (b) The Department of Insurance shall develop and submit, |
| 10 | | no later than April 1, 2026, a report to the General Assembly |
| 11 | | and the Governor on the results of the survey.". |
