AN ACT concerning safety.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The University of Illinois Scientific Surveys Act is amended by adding Section 21 as follows:

(110 ILCS 425/21 new)

Sec. 21. Contaminant of emerging concern report.

(a) As soon as practicable after the effective date of this amendatory Act of the 100th General Assembly, the Prairie Research Institute shall conduct a detailed review of the available scientific literature and federal and State laws, regulations, and rules to identify:

(1) any chemical that is commonly found in wastewater treatment plant effluent and that has been recognized as a contaminant of emerging concern by the United States Environmental Protection Agency, another federal agency, or any State agency; and

(2) the specific actions recommended by the United States Environmental Protection Agency, another federal agency, or any State agency to address the environmental or public health concerns associated with the chemical.

(b) By June 30, 2020, the Prairie Research Institute shall submit to the General Assembly a report of its findings that shall include a list of the chemicals and specific actions identified under subsection (a) of this Section. The report to the General Assembly shall be filed with the Clerk of the House of Representatives and the Secretary of the Senate in electronic form only, in the manner that the Clerk and the Secretary shall direct.

(c) This Section is repealed on July 1, 2021.

Section 99. Effective date. This Act takes effect upon becoming law.
