Section 352.100  Introduction

 

This Part 352 contains Illinois Environmental Protection Agency (Illinois EPA or Agency) rules for the application of the Illinois Pollution Control Board (Illinois PCB) rules for the Lake Michigan Basin at 35 Illinois Adm. Code 302.Subparts A and E to the National Pollutant Discharge Elimination System (NPDES) permit program administered for discharges to the Lake Michigan Basin within the State of Illinois.  These rules are required pursuant to the Final Guidance for the Great Lakes System, 60 FR 15366 adopted on March 23, 1995 by the United States Environmental Protection Agency (USEPA) to implement Section 118(c)(2) of the Clean Water Act (33 U.S.C. 1268) as amended by the Great Lakes Critical Programs Act of 1990 (P. L. 101-596, 104 Stat. 3000).  That guidance identifies minimum water quality standards, antidegradation policies and implementation procedures that states must establish for the Great Lakes System to protect human health, aquatic life and wildlife. The water quality standards, criteria and value derivation procedures, variance and site specific rulemaking procedures and antidegradation policies required under the Great Lakes Guidance and applicable to the Lake Michigan Basin, are contained in Illinois Pollution Control Board Rules. The implementation procedures required by that guidance are contained in this Part 352.
