| 1 | HOUSE JOINT RESOLUTION

| 2 | WHEREAS, Over the last several years, there has been a | ||||||
| 3 | dramatic increase in the number of school
shootings and threats | ||||||
| 4 | made against schools, students, and school personnel; and
| ||||||
| 5 | WHEREAS, It is important that school districts and the law | ||||||
| 6 | enforcement community work together
to ensure the safety of the | ||||||
| 7 | whole school community; therefore, be it
| ||||||
| 8 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 9 | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | ||||||
| 10 | SENATE CONCURRING HEREIN, that there is created the School and | ||||||
| 11 | Law
Enforcement Coordination Task Force to study the use of | ||||||
| 12 | security cameras in schools in Illinois in coordination with
| ||||||
| 13 | local law enforcement; and be it further | ||||||
| 14 | RESOLVED, That the Task Force shall study the following: | ||||||
| 15 | (1) How many school districts across the State | ||||||
| 16 | currently have a security system in place,
including the | ||||||
| 17 | use of security cameras; | ||||||
| 18 | (2) An estimated cost that school districts would incur | ||||||
| 19 | if they were to put security cameras in
place; | ||||||
| 20 | (3) Current coordination policies and best practices | ||||||
| 21 | between local law enforcement agencies
and school | ||||||
| 22 | districts regarding school safety; and | ||||||

| |||||||
| 1 | (4) The issue of a school district giving direct and | ||||||
| 2 | full access of a school's security camera
system to a local | ||||||
| 3 | law enforcement agency; and be it further | ||||||
| 4 | RESOLVED, That the Task Force shall consist of the | ||||||
| 5 | following members: | ||||||
| 6 | (1) One member of the House of Representatives | ||||||
| 7 | appointed by the Speaker of the House; | ||||||
| 8 | (2) One member of the House of Representatives | ||||||
| 9 | appointed by the Minority Leader of the
House; | ||||||
| 10 | (3) One member of the Senate appointed by the President | ||||||
| 11 | of the Senate; | ||||||
| 12 | (4) One member of the Senate appointed by the Minority | ||||||
| 13 | Leader of the Senate; | ||||||
| 14 | (5) The Director of the State Police or his or her | ||||||
| 15 | designee; | ||||||
| 16 | (6) The Superintendent of the Chicago Police | ||||||
| 17 | Department or his or her designee; | ||||||
| 18 | (7) A member representing a statewide organization | ||||||
| 19 | that advocates on behalf of Illinois sheriffs,
appointed by | ||||||
| 20 | the Governor; | ||||||
| 21 | (8) A member representing a statewide organization | ||||||
| 22 | that advocates on behalf of Illinois chiefs of police,
| ||||||
| 23 | appointed by the Governor; | ||||||
| 24 | (9) A member representing a statewide fraternal | ||||||
| |||||||
| |||||||
| 1 | organization that advocates on behalf of sworn law
| ||||||
| 2 | enforcement officers, appointed by the Governor; | ||||||
| 3 | (10) A member representing a fraternal organization | ||||||
| 4 | that advocates on behalf of sworn law
enforcement officers | ||||||
| 5 | within the City of Chicago, appointed by the Governor; | ||||||
| 6 | (11) A member representing an organization that | ||||||
| 7 | advocates on behalf of school board members,
appointed by | ||||||
| 8 | the Governor; | ||||||
| 9 | (12) A member representing an organization that | ||||||
| 10 | advocates on behalf of school administrators,
appointed by | ||||||
| 11 | the Governor; | ||||||
| 12 | (13) A member representing an organization that | ||||||
| 13 | advocates on behalf of school principals, appointed
by the | ||||||
| 14 | Governor; | ||||||
| 15 | (14) A member representing an organization that | ||||||
| 16 | advocates on behalf of regional superintendents,
appointed | ||||||
| 17 | by the Governor; | ||||||
| 18 | (15) A member representing an organization that | ||||||
| 19 | advocates on behalf of principals and administrators
in | ||||||
| 20 | schools within the City of Chicago, appointed by the | ||||||
| 21 | Governor; | ||||||
| 22 | (16) A member representing an organization that | ||||||
| 23 | advocates on behalf of suburban school districts,
| ||||||
| 24 | appointed by the Governor; and | ||||||
| 25 | (17) A member representing the American Civil | ||||||
| 26 | Liberties Union, appointed by the
Governor; and be it | ||||||

| 1 | further | ||||||
| 2 | RESOLVED, That the Task Force shall meet for the first time | ||||||
| 3 | at the call of the State Superintendent
and shall elect amongst | ||||||
| 4 | themselves a
chairperson at the first meeting; and be it | ||||||
| 5 | further | ||||||
| 6 | RESOLVED, That the Task Force shall meet no less than four | ||||||
| 7 | times prior to December 31, 2019;
and be it further | ||||||
| 8 | RESOLVED, That the Task Force shall present its findings | ||||||
| 9 | and recommendations on how to best
improve coordination between | ||||||
| 10 | school districts and local law enforcement agencies to the
| ||||||
| 11 | Governor and the General Assembly no later than December 31, | ||||||
| 12 | 2019; and be it further | ||||||
| 13 | RESOLVED, That the Illinois State Board of Education shall | ||||||
| 14 | provide administrative and other
support to the Task Force; and | ||||||
| 15 | be it further
| ||||||
| 16 | RESOLVED, That the Task Force shall be dissolved after | ||||||
| 17 | presenting its findings and
recommendations to the Governor and | ||||||
| 18 | the General Assembly.
