Amends the Illinois Insurance Code. Creates the Pharmacy Benefits Managers Article. Provides that a pharmacy benefits manager may not prohibit a pharmacy or pharmacist from providing a customer with a more affordable alternative if a more affordable alternative is available.

| 2 | | Be it enacted by the People of the State of Illinois,

| 3 | | represented in the General Assembly:

| 4 | | Section 5. The Illinois Insurance Code is amended by adding |
| 5 | | Article XXXIIB as follows:

| 9 | | Sec. 521.1. Pharmacy benefits managers. |
| 10 | | (a) As used in this Section, "pharmacy benefits manager" |
| 11 | | means an entity that administers or manages a pharmacy benefits |
| 12 | | plan or program. |
| 13 | | (b) A pharmacy benefits manager may not prohibit a pharmacy |
| 14 | | or pharmacist from providing a customer with a more affordable |
| 15 | | alternative if a more affordable alternative is available.
