| AN ACT concerning economic development.
|

| Be it enacted by the People of the State of Illinois,
|
| 3 |
| represented in the General Assembly:
|

| Section 5. The Department of Commerce and Economic |

| Opportunity Law of the
Civil Administrative Code of Illinois is |
| 6 |
| amended by adding Section 605-685 as follows: |
| 7 |
| (20 ILCS 605/605-685 new) |
| 8 |
| Sec. 605-685. Business park certification program. |
| 9 |
| (a) The Department may, subject to appropriation, |
| 10 |
| establish and maintain a program devoted to encouraging the |
| 11 |
| rapid establishment of businesses and employers in business |
| 12 |
| parks by developing standards for the development, location, |
| 13 |
| and maintenance of business parks in the State and by |
| 14 |
| certifying business parks that meet or exceed those standards. |
| 15 |
| (b) The Department may, subject to appropriation, |
| 16 |
| advertise the program to encourage business park certification |
| 17 |
| and business development and location in certified business |
| 18 |
| parks. |
| 19 |
| (c) The Department must adopt rules to administer the |
| 20 |
| provisions of this Section.

| 21 |
| (d) A business park that meets the Department's |
| 22 |
| certification standards and that was established before the |
| 23 |
| effective date of this amendatory Act may receive certification |
| 24 |
| under the program.
|
| 25 |
| Section 99. Effective date. This Act takes effect January |
| 26 |
| 1, 2006.
