| "Section 5. The State Designations Act is amended by adding |

| Section 150 as follows:

| (5 ILCS 460/150 new) |

| Sec. 150. Community organ and tissue donor recognition |

| program. The Secretary of State shall establish a program by |
| 9 |
| rule to designate, recognize, and award Illinois communities |
| 10 |
| whose citizens have shown an outstanding readiness to donate |
| 11 |
| organs and tissues, based on data available to the Secretary.".
