| 1 | | AN ACT concerning finance.

| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:

| 4 | | Section 5. The State Finance Act is amended by adding |
| 5 | | Section 4.2 as follows:
|
| 6 | | (30 ILCS 105/4.2 new) |
| 7 | | Sec. 4.2. Third Street rail corridor. Notwithstanding any |
| 8 | | other provision of law, the State may not obligate or expend |
| 9 | | any amount, from any source, for any project if the project |
| 10 | | expands, improves, or upgrades freight or passenger rail |
| 11 | | service using the Third Street rail corridor in Springfield, |
| 12 | | Illinois.

| 13 | | Section 99. Effective date. This Act takes effect upon |
| 14 | | becoming law.
