HOUSE RESOLUTION

  
 
2    WHEREAS, The purpose of the State's space utilization 
3program is to effect maximum efficient utilization of 
4State-owned and controlled space; and
  
 
5    WHEREAS, One mechanism for facilitating efficient 
6utilization of State-owned and controlled space is the 
7submission of Annual Real Property Utilization Reports by State 
8agencies to the Department of Central Management Services; and
  
 
9    WHEREAS, State agencies are required to identify excess and 
10surplus real property under their control in such reports; and
  
 
11    WHEREAS, The Annual Real Property Utilization Reports are 
12to be screened by the Department of Central Management Services 
13to identify real property that might be used by other State 
14agencies and agency space requests are to be concurrent with 
15excess real property reports; and
 
16    WHEREAS, Pursuant to Department of Central Management 
17Services rules, if one agency's excess real property can 
18reasonably fulfill another agency's space request, then that 
19excess real property is to be made available to the agency 
20needing space in preference to obtaining leased space; and

1    WHEREAS, Also pursuant to Department of Central Management 
2Services rules, real property inventories are to be maintained 
3at the minimum necessary to ensure economic and efficient 
4operations and property that is not needed for future agency 
5purposes is be declared surplus; and
  
 
6    WHEREAS, According to Comptroller records, the State has 
7spent in excess of a hundred million dollars for real property 
8rental to date; therefore, be it
  
 
9    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 
10NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 
11the Auditor General is directed to conduct a management audit 
12of the Department of Central Management Services' 
13administration of the State's space utilization program; and be 
14it further
  
 
15    RESOLVED, That the audit include, but not be limited to, 
16the following determinations:
17        Whether procedures are in place to adequately identify 
18    excess and surplus real property;
19        Whether such procedures ensure that excess and surplus 
20    real property is reasonably considered in fulfilling State 
21    agencies' property needs; and
22        Whether the process of disposing of surplus real 
23    property is adequate and timely; and be it further

1    RESOLVED, That the Department of Central Management 
2Services and any other entity that may have relevant 
3information pertaining to this audit cooperate fully and 
4promptly with the Auditor General's Office in the conduct of 
5this audit; and be it further
 
6    RESOLVED, That the Auditor General commence this audit as 
7soon as possible and report his findings and recommendations 
8upon completion in accordance with the provisions of Section 
93-14 of the Illinois State Auditing Act; and be it further
 
10    RESOLVED, That the Department of Central Management 
11Services shall sell or lease the parcels of land listed in the 
12report or identified by the audit that are not currently being 
13utilized; and be it further
 
14    RESOLVED, That the Department of Central Management 
15Services shall provide the House of Representatives an 
16up-to-date master record of State occupied property.
