HOUSE RESOLUTION

  
 
2    WHEREAS, The members of the Illinois House of 
3Representatives are pleased to congratulate Ethel Shanklin on 
4her retirement as Director of Special Education for East St. 
5Louis School District #189; and
  
 
6    WHEREAS, Ethel Shanklin is a product of the East St. Louis 
7public schools, graduating as the top female of her graduating 
8class from Lincoln Senior High school in 1971; and
  
 
9    WHEREAS, Ethel Shanklin began her career as a Special 
10Education Teacher in  East St. Louis School District  #189 in 
11August of 1978; she  has served the East St. Louis School 
12District #189 for 35 years; and
  
 
13    WHEREAS, From 1978 to 1998 she served as a Special 
14Education Teacher in  Rose Lake School, Park Annex School, and 
15East St. Louis Sr. High School; she served as a  Principal at 
16Attucks Elementary School, Principal at Clark Middle School; 
17Assistant Principal at East St. Louis Sr. High School; 
18Principal at East St. Louis Sr. High School; Assistant Director 
19of Special Education and Principal of Lincoln Middle School, 
20and as Director of the Department of Special Education; and
  
 
21    WHEREAS, Ethel Shanklin has the following affiliations:

1Quality Assurance Team with  AdvancED Accreditation; Metro-East 
2Toastmasters; Phi Delta Kappa; Illinois Principal Association; 
3Council For Exceptional Children;  Illinois Association of 
4School Administrators; and  is a Fellow of Southern Illinois 
5University at Edwardsville; and
  
 
6    WHEREAS, Ethel Shanklin has been instrumental in her role 
7as the Director of Special Education in bringing the East St. 
8Louis School District #189 Special Education Department into 
9compliance  with the Illinois State Board of Education in one 
10year; therefore, be it
  
 
11    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 
12NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 
13we congratulate Ethel Shanklin on her career and wish her all 
14the best in her future endeavors; and be it further
  
 
15    RESOLVED, That a suitable copy of this resolution be 
16presented to Mrs. Ethel Shanklin as a symbol of our respect and 
17esteem.
