Amends the University of Illinois Act, the Southern
Illinois University Management Act, the Chicago State
University Law, the Eastern Illinois University Law, the
Governors State University Law, the Illinois State University
Law, the Northeastern Illinois University Law, the Northern
Illinois University Law, and the Western Illinois University
Law to require the governing boards of those universities to
implement a policy under which each student who graduates
from any such university after July 1, 1998 with a bachelor's
degree in education is required to take and successfully
complete, as a condition precedent to earning and being
awarded that degree, a course that includes as a component
thereof instruction relating to learning disabled children.

1 AN ACT relating to baccalaureate degree requirements,
2 amending named Acts.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The University of Illinois Act is amended by
6 adding Section 7h as follows:
7 (110 ILCS 305/7h new)
8 Sec. 7h. Baccalaureate degree requirement.
9 Notwithstanding any other provision of this Act, each student
10 who graduates from the University after July 1, 1998 with a
11 bachelor's degree in education must take and successfully
12 complete, as a condition precedent to earning and being
13 awarded that degree, a course that includes as a component
14 thereof instruction relating to learning disabled children.
15 The Board of Trustees of the University shall immediately
16 take the steps necessary to implement the provisions of this
17 Section.
18 Section 10. The Southern Illinois University Management
19 Act is amended by adding Section 8h as follows:
