3 ON HOUSE BILL 470

6 To the President of the Senate and the Speaker of the
7 House of Representatives:
8 We, the conference committee appointed to consider the
9 differences between the houses in relation to Senate
10 Amendments Nos. 1 and 2 to House Bill 470, recommend the
11 following:
12 (1) that the Senate recede from Senate Amendments Nos. 1
13 and 2; and
14 (2) that House Bill 470 be amended by replacing the
15 title with the following:
16 "AN ACT to amend the Illinois Forestry Development Act by
17 changing Section 6a."; and
18 by replacing everything after the enacting clause with the
19 following:
20 "Section 5. The Illinois Forestry Development Act is
21 amended by changing Section 6a as follows:
22 "(525 ILCS 15/6a) (from Ch. 96 1/2, par. 9106a)
23 Sec. 6a. Illinois Forestry Development Council.
24 (a) The Illinois Forestry Development Council is hereby
25 recreated.
26 (b) The Council shall consist of 24 members appointed as
27 follows:
28 (1) four members of the General Assembly, one
29 appointed by the President of the Senate, one appointed
30 by the Senate Minority Leader, one appointed by the
31 Speaker of the House of Representatives, and one
32 appointed by the House Minority Leader;

1 (2) one member appointed by the Governor to
2 represent the Governor;
3 (3) the Directors of the Departments of Natural
4 Resources, Agriculture, and Commerce and Community
5 Affairs, the Executive Director of the Illinois Farm
6 Development Authority, and the Director of the Office of
7 Rural Affairs, or their designees;
8 (4) the chairman of the Department of Forestry or a
9 forestry academician, appointed by the Dean of
10 Agriculture at Southern Illinois University at
11 Carbondale;
12 (5) the head of the Department of Natural Resources
13 and Environmental Sciences or a forestry academician,
14 appointed by the Dean of Agriculture at the University of
15 Illinois;
16 (6) two members, appointed by the Governor, who
17 shall be private timber growers;
18 (7) one member, appointed by the president of the
19 Illinois Wood Products Association, who shall be involved
20 in primary forestry industry;
21 (8) one member, appointed by the president of the
22 Illinois Wood Products Association, who shall be involved
23 in secondary forestry industry;
24 (9) one member who is actively involved in
25 environmental issues, appointed by the Governor;
26 (10) the president of the Association of Illinois
27 Soil and Water Conservation Districts;
28 (11) two persons who are actively engaged in
29 farming, appointed by the Governor;
30 (12) one member, appointed by the Governor, whose
31 primary area of expertise is urban forestry;
32 (13) one member appointed by the President of the
33 Illinois Arborists Association;
34 (14) The Supervisor of the Shawnee National Forest
35 and the United States Department of Agriculture Natural

1 Resource Conservation Service's State Conservationist, ex
2 officio, or their designees.
3 (c) Members of the Council shall serve without
4 compensation but shall be reimbursed for actual expenses
5 incurred in the performance of their duties which are not
6 otherwise reimbursed.
7 (d) The Council shall select from its membership a
8 chairperson and such other officers as it considers
9 necessary.
10 (e) Other individuals, agencies and organizations may be
11 invited to participate as deemed advisable by the Council.
12 (f) The Council shall study and evaluate the forestry
13 resources and forestry industry of Illinois. The Council
14 shall:
15 (1) determine the magnitude, nature and extent of
16 the State's forestry resources;
17 (2) determine current uses and project future
18 demand for forest products, services and benefits in
19 Illinois;
20 (3) determine and evaluate the ownership
21 characteristics of the State's forests, the motives for
22 forest ownership and the success of incentives necessary
23 to stimulate development of forest resources;
24 (4) determine the economic development and
25 management opportunities that could result from
26 improvements in local and regional forest product
27 marketing and from the establishment of new or additional
28 wood-related businesses in Illinois;
29 (5) confer with and offer assistance to the
30 Illinois Farm Development Authority relating to its
31 implementation of forest industry assistance programs
32 authorized by the Illinois Farm Development Act;
33 (6) determine the opportunities for increasing
34 employment and economic growth through development of
35 forest resources;

1 (7) determine the effect of current governmental
2 policies and regulations on the management of woodlands
3 and the location of wood products markets;
4 (8) determine the staffing and funding needs for
5 forestry and other conservation programs to support and
6 enhance forest resources development;
7 (9) determine the needs of forestry education
8 programs in this State;
9 (10) confer with and offer assistance to the
10 Department of Natural Resources relating to the
11 implementation of urban forestry assistance grants
12 pursuant to the Urban and Community Forestry Assistance
13 Act; and
14 (11) determine soil and water conservation benefits
15 and wildlife habitat enhancement opportunities that can
16 be promoted through approved forestry management plans.
17 (g) The Council shall report its findings and
18 recommendations for future State action to the General
19 Assembly no later than July 1 of each year, 1988.
20 154h) This Section 6a is repealed December 31, 2008 1998.

23 Section 99. Effective date. This Act takes effect upon
24 becoming law.".
